The painting shows a Roman slave market with people wearing clay tablets or "Charagma" to identify them and the owner of their labor. Identifying slaves or a subject citizen and there eligibility for benefits and even their liability for taxes from Babylon to Sodom and Egypt to Rome was often done with by the numbers.
In the bondage of Egypt the Israel were bound in servitude as members of the corvee under the care and welfare of the Pharaoh but owing 1/5 of their labor.
Did the Babylonian captivity try to introduce a system of servitude where the people were expected to worship or serve a system of royal welfare after they were relocated in exile?
Israelite considered the bondage of Egypt as forbidden.[1] In Genesis 14[2] Chedorlaomer took spoils and people from Sodom. See the Mark of the Beast.

Comments
The beasts in Daniel were kings and their kingdoms.[3]
If beasts are governments is the beast out of the “Law of the Sea”? are the horns and crowns governments with authority and office? The leopard, bear, and with a mouth of a lion express the means by which it functions but its strength or power[4] is of the dragon. The word power[5] is not what we see in Romans 13.
Rome had a system of Corban like Herod and the Pharisees. Most countries started similar systems in the 1920s and 30s. The United States is structured much like Rome but FDR brought in his Great Society and with its Social Security established a Corvee making their citizens human resources and their children a surety for debt.
In Chapter "13:1-10 The apostle, standing on the shore, saw a savage beast[6] rise out of the sea; a tyrannical, idolatrous, persecuting power, springing up out of the troubles which took place. It was a frightful monster! It appears to mean that worldly, oppressing dominion, which for many ages, even from the times of the Babylonish captivity, had been hostile to the church."
V8 "Those who are not Christians have not their name in the "book of life," but worship the beast, that is, pay allegiance to him. It is "the book of life of the Lamb," because it is through "the Lamb" that there exists a "book of life" for men. " Bengel's Gnomen commentary
The beast comes OUT OF THE EARTH or law of the land, rather than the sea. If these beasts are governments,[6] it could be presumed that the difference between rising from the land, verses rising from the sea, could have to do with the “Law of the Land” rather than the “Law of the Sea.”

The First Beast

[1] And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.

[2] And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.

[3] And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.

Worshipped the dragon

[4] And they worshipped[7] the dragon which gave power[8] unto the beast: and they worshipped the beast, saying, Who is like unto the beast? who is able to make war with him?

[5] And there was given unto him a mouth speaking great things and blasphemies; and power[8] was given unto him to continue forty and two months.

[6] And he opened his mouth in blasphemy against God, to blaspheme his name, and his tabernacle, and them that dwell in heaven.

War against the separate

[7] And it was given unto him to make war with the saints, and to overcome them: and power[8] was given him over all kindreds, and tongues, and nations.

[8] And all that dwell upon the earth shall worship[7] him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.

[9] If any man have an ear, let him hear.

[10] He that leadeth into captivity shall go into captivity: he that killeth with the sword must be killed with the sword. Here is the patience and the faith of the saints.

The Second Beast

[11] And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.[9]

Exercise power

[12] And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.

[13] And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men,

Deceiveth

[14] And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.

Life to a similtude

[15] And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed.

Receive a mark

[16] And he causeth all, both small and great, rich and poor, free and bond, to receive a mark[10] in their right hand, or in their foreheads:

Might buy or sell

[17] And that no man might[11] buy or sell, save he that had the mark, or the name of the beast, or the number of his name.

Here is wisdom

[18] Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.

  1. Bondage of Egypt
    Deuteronomy 6:12 [Then] beware lest thou forget the LORD, which brought thee forth out of the land of Egypt, from the house of bondage.
