God is the refuge and protects His people from the "snare of the fowler[1]".[2] If you will receive "his truth" which is to be your " "shield and buckler".
There are numerous places in the Bible, in both Old[3] and New Testaments that warn us about the snares of fowlers who bait the people with the benefits of the unrighteous.
Paul quotes David's warning, "Let their table become a snare before them: and [that which should have been] for [their] welfare, [let it become] a trap." Psalms 69:22  : Paul is quoting David because Rome and Judea were becoming socialist systems with their free bread through Corban systems of welfare dependent on the exercising authority of Benefactors of the world and the Fathers of the earth. "And David saith, Let their table be made a snare, and a trap, and a stumblingblock, and a recompence unto them:" Romans 11:9 :
If you love Him you will Keep His commandments. If you do not love one another can he set His love upon you.
Questions
Is the "reward of the wicked" the reward of unrighteousness?
Has He, the LORD, "set his love upon" you?
Those who need refuge, "He shall call upon me, and I will answer him". But God also said that if you seek a ruler who can exercise authority, He will take and take and take and when you cry out He will not hear you.[4]
Peter warns that through covetous practices desire the wages of unrighteousness you will become merchandise and curse children. The apostles gave many warnings like that but the people have become human resources because they returned to the bondage of Egypt and become surety for debt.
Where is the dwelleth in the "secret place of the most High"?
The kingdom of Heaven is within you and you must be willing to see the truth about your own iniquity that is buried in your own heart so that you may Repent.
The people had an appetite for free education at the expense of their neighbor who was compelled to pay or loose his property. That is the very definition of a covetous practices. I believe that many may not be "under the shadow of the Almighty" but rather a "strong delusion". This is because they have become "workers of iniquity" while engaged in those covetous practices, become a surety for debt, eating "benefits" at the table of rulers and not living by faith.
FDR's New Deal and LBJ War on Poverty like many democratic socialists around the world enticed the people like fowlers[1] until The masses became accustomed to living at the expense of others with an appetite for the dainties of rulers.
It is time to Repent! The Way to do that is to seek to do what Christ commanded about coming in his name in the pattern of tens and love one another in faith, hope, and charity as He loved us rather than force, fear, and fealty to the world and those men who exercise authority one over the other.

1 ¶ He that dwelleth[5] in the secret[6] place of the most High shall abide[7] under the shadow[8] of the Almighty.

[2] I will say of the LORD, He is my refuge and my fortress[9]: my God; in him will I trust.

[3] Surely he shall deliver thee from the snare of the fowler[1], and from the noisome[10] pestilence[11].

[4] He shall cover thee with his feathers, and under his wings shalt thou trust: his truth shall be thy shield and buckler.

[5] Thou shalt not be afraid for the terror by night; nor for the arrow that flieth by day;

[6] Nor for the pestilence that walketh in darkness; nor for the destruction that wasteth at noonday.

[7] A thousand shall fall at thy side, and ten thousand at thy right hand; but it shall not come nigh thee.

[8] Only with thine eyes shalt thou behold and see the reward of the wicked.

[9] Because thou hast made the LORD, which is my refuge, even the most High, thy habitation;

[10] There shall no evil befall thee, neither shall any plague come nigh thy dwelling.

[11] For he shall give his angels charge over thee, to keep thee in all thy ways.

[12] They shall bear thee up in their hands, lest thou dash thy foot against a stone.

[13] Thou shalt tread upon the lion and adder: the young lion and the dragon shalt thou trample under feet.

[14] Because he hath set his love upon me, therefore will I deliver him: I will set him on high, because he hath known my name.

[15] He shall call upon me, and I will answer him: I will be with him in trouble; I will deliver him, and honour him.

[16] With long life will I satisfy him, and shew him my salvation.
