The painting shows a Roman slave market with people wearing clay tablets to identify them and the owner of their labor. Identifying slaves or a citizen's eligibility for benefits and even a liability for taxes in Rome was often done with a clay plaque made with a charag to produce a "Charagma". The Greek word Charagma we often translate "mark" in Revelation specifically means a “badge of servitude”. Beasts in prophecy are generally identified as governments. In Egypt the Israelites were bound by a different form of servitude as members of the corvee under the care of the Pharaoh but owing 1/5 of their labor.
What is your government issued badge of servitude required by law in almost every country in the world to get work, bank accounts, benefits, even a passport or identification?
The ““mark” is specifically a “badge of servitude” based upon the Greek word Charagma and its use in scripture is evidence to show membership where you are required to “labor” without compensation which is the definition of “servitude”. The “beasts” in scripture use of force. There is nothing in the text to suggest that the “Mark of the Beast” prophesied will be a chip and certainly it was not a chip under Caligula, Claudius, nor Nero.

If beasts are governments is the beast out of the “Law of the Sea”? are the horns and crowns governments with authority and office? The leopard, bear, and with a mouth of a lion express the means by which it functions but its strength or power[1] is of the dragon. The word power[2] is not what we see in Romans 13.
Rome had a system of Corban like Herod and the Pharisees. Most countries started similar systems in the 1920s and 30s. The United States is structured much like Rome but FDR brought in his Great Society and with its Social Security established a Corvee making their citizens human resources and their children a surety for debt.
The beast comes OUT OF THE EARTH, rather than the sea. If these beasts are governments, it could be presumed that the difference between rising from the land, verses rising from the sea, could have to do with the “Law of the Land” rather than the “Law of the Sea.”
