A Sacred Purpose Trust
- "... In the mouth of two or three witnesses shall every word be established." 2 Corinthians 13:1
When property or assets are to be held by a Church or its entrusted ministers, there are different methods for the protection of the Church and congregation, both externally and internally. Christ had a plan and we may see it in the Biblical text if we examine the historical record and are willing to look at all things anew.
Much of what you may read or hear in these studies for the first time may not seem correct because you are unfamiliar with the terms and arrangements of the different steps in forming the Church. There are reasons for almost everything and to get more explanations and clarifications join the Network.
There are additional documents and procedures offered by His Holy Church to protect the sacred purpose of the Church established by Jesus the Christ. There are many things put in place because of the permanent nature of obtaining and holding the beneficial interest in real property. But the purpose must always be rooted in The Way of Christ which is to teach us how to serve one another in the righteousness of His love.
Sacred
Sacred is defined "connected with God (or the gods) or dedicated to a religious purpose and so deserving veneration." But of course, there are gods many according to Paul the Apostle and certainly many purposes for trusts.
Anything given for Christ's prescribed purposes is counted as given to Him. He was separate from the world. If what is given is completely given to men who are also separate from the world the offering is considered to be consecrated. Making an offering has been one of the earliest forms of expressing our relationships with men and with God. Those original “burnt offerings” were actually gifts freely given up entirely into the control of other unregulated men.

Purpose
Like a will, deed or testament the terms are often written out like a contract with details concerning what should and can be done.
It has been stated that “As a general proposition, it may be asserted that one who creates a trust may mold it into whatever form he pleases, and that whatever one may lawfully do himself he may authorize another to do for him”. And that “Doing so requires no benefit, privilege or franchise from any government or other outside-party; and, therefore the parties owe no duty to any government or other outside-party to the extent that no common-law criminal or civil wrong is the purpose”. Uniform
Uniform Church Guidelines[2] and Ministrative Guidelines[3] written with these same principles of liberty and responsibility are provided to Churches for the holding of property and the management of assets. Additional procedures, training, and assistance are provided by ordained ministers.
It is important to realize that if a Church is to be free and autonomous under God, it must belong to God. There is no precedent for giving an offering to God and still controlling that offering. Things given must be given entirely. The Church must belong to Christ and Our Father if it is to be free.
For any government to function, there must be participation by the people in the supply and demand of services.
The titular leaders of a free government, unlike the governments of the world, cannot be given power to exercise authority over how much or when the people entrust their ministers with their contributions.
Christ commanded that His appointed ministers not “exercise authority” one over the other. When the people lose their daily right to choose, the power of choice, they are made subjects.
Freely given
What is freely given is given completely, like a burnt offering or bread cast upon the water, but the free will choice to give must remain with the people.
The choice and manner of service provided by that gift must remain entirely with the minister, who is a servant of God.
In essence, this form of sacred purpose trust, with the minister as the steward (a kind of trustee), is at the foundation of His Church as an institution of Christ. Will only the Spirit giveth life, the form act like the two witness giving a covering to the minister like the breeches given the Levites who served the tents of the people.[4]
If a church has a need for a financial account it will need to select an acting minister and alternates to fulfill those duties if the acting minister became incapacitated.
There must be at least one ordained minister of the Church acting as overseer. The Holy Spirit is our Protector, but if there is no named protector an officer(or officers) of a state might be tempted to assume jurisdictional control of the Church.
Trust
Although we have referred to this arrangement as a ‘Sacred Purpose trust’ the emphasis is not on the word ‘trust’ but upon the words ‘Sacred Purpose’. In one sense it is like an altar of God and should not be confused with a statutory trust that could be regulated by the State. An offering is entrusted to the control of the minister, but the status of the overseer is critical to the autonomy of that altar of the Church.
Since the offerings are entirely given to God, under the control of the minister of trust, the people’s act of faith is not like a grantor trust. The corpus of the gift may only return to the people by way of hope and charity. The gift is like that bread cast upon the water, or the burnt offerings upon the altars of the past. Once an offering is given the minister of this sacred altar of the Church must choose how it shall be used like those unregulated or unhewn stones of those ancient living altars of worship.
It is not a contract with the congregant but a record of a Votive offering made to God and given for His purposes to a man believed to be a servant of God.
The daily free election to grant a visible offering to God in love of your neighbor to a titular minister chosen by the individuals as a representative of Christ is a sacred purpose trust allows the people to remain at liberty in free assemblies. The communion of such a community is the Eucharist of Christ. That offering is not a fee or poll tax but freewill offerings of the people, by the people and for the people in any amount to express the measure and “substance” of our faith and trust in the ability of the minister to do God’s service to the congregations of the people.
But since the ministers do not exercise authority over the people or even over one another they must be given a covering by the people. The documentation offered by the people gives credence to the ministers who also gather in free assemblies of tens. That covering of the Sacred Purpose Trust Form is the breeches of the Levites provided by the people.
Sacred Purpose Trusts
The Declaration of Sacred Purpose form is the first step in a paper process of seeking the Kingdom of God and His Righteousness and giving a covering to the ministers of the Church so that they may function in the world. It is merely a way to mark or document the testimony and identity of those who seek to form free assemblies or congregations. In that seeking our minds may be changed by grace as we repent and strive to go The Way of Christ;
There will be new terms and new precepts to fit together in a path based on faith not force, the perfect law of liberty not legalism and control, love of one another - not love of power over others.

“Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me.” John 14:6
Jesus was showing us The Way and the way of His Church must be the way of Christ.
Christ's early Church was organized and served the needs of the nation of peculiar people who followed His way according to the perfect law of liberty through faith in The Way of Christ and the charity of His Love in patterns of Tens much like the Church in the wilderness.
The ministers were not foolish virgins who did not contract with the world but were bondservants walking in the way of Christ which was a manifestation of the way of God from all the prophets until now.[5]
The Sacred Purpose Trust is the first step to making a legal covering for a minister of God.
An ordained minister of God has no personal estate of his own because he must literally belong to God. [6]
This was the tradition even before the Levites were called out. It has been an important part of the separation of Church and state[7] or State[8] from the beginning and was certainly a criterion of Christ when He appointed “a kingdom” to his faithful disciples.
The people had gone under the authority of Herod and the world of Rome because they applied for their daily “free bread” from the men who “called themselves benefactors” and “fathers of the earth”.
These welfare systems were called Corban and did not depend on charity but upon force. With these systems the people were trapped, snared as warned from the beginning.[9] They were literally brought under the authority of others in matters of welfare and charity through their wantonness and covetous desire for benefits which was the wages of unrighteousness.
Because the people have become "naked", without authority or bond servants of the world, through their systems of Corban and debt [10] to free the people God calls out a group to voluntarily become “naked”, to come out with no personal property, [11] and own all things common. [12] The people were to have their own purse and own estate. They were not to have one purse. [13] They were not to covet, or eat what was sacrificed to idols, or make agreements with unbelievers or pray to the fathers of the earth or the men who called themselves benefactors but exercised authority for their daily bread.
But what of the Ministers?
Christ had many requirements for his ministers and many instructions for them.
He talked about them selling all that they had,[14] of not exercising authority,[15] of feeding his sheep[16] and living in the world but not of it.[17] And, of course, they had to be doers of the word.[18]
Naked
A minister of Christ must serve the people[19] but they also must take care of their own families.[20]
But also serve the people as administrators of the affairs of society.[21] as it becometh the gospel of Christ: that whether I come and see you, or else be absent, I may hear of your affairs, that ye stand fast in one spirit, with one mind striving together for the faith of the gospel;
They have no authority over the people yet they have all the obligations of government and the responsibility of taking care of what is given[22] to Jesus for His kingdom. [23]
This means they are naked, without authority.
They are the titular public servants of a pure republic.
Being titular means, they depend entirely upon the people for the means by which they operate and perform the duties of a free government.
They do not exercise authority one over the other but are servants of servants.[24]
The Bible tells you that the Levites are naked and that the people must provide them with breeches, underwear, e.g. covering.[25] This just means they must give them covering.
The Sacred Purpose Trust is the beginning of that covering.
By giving them something to take care of for Christ's purpose, the man becomes the minister by your witness. When two or more do this by their witness, he can say he is doing the work of Christ and is His minister. His position is not merely naked self-testimony, but he will be covered by the testimony of others.
As people can continue to give him their offering, he may do the work of Christ with the immunity of His appointed Church.[26]
What does he do with that support?
An ordained minister will give time that he would have spent in providing for his family to provide for the people of the congregations of Christ in several ways. He is a full-time minister and is literally employed by Christ in His service. He needs the testimony of two or more people to verify that he is a minister of God. He is separate of the world, but holds the sacred/separated gifts of God. He and what he holds belongs to God, and the people testify to that before the world.
He can eat of the altar because he has no other inheritance[27] and he belongs to God.[28]
The Licensed minister on the other hand who is not ordained may belong to the world and owe service to the world and may only devote part of his time to the people. Because His church is not a Federal Employer, it has no in house means to pay salaries or wages to men and women who owe part of their labor to the “world”. They can pay expenses and overhead and fund charitable activities.
It is possible that the Church could pay a third-party employer who a Licensed Minister who is part of the world may work for, but generally their activities are charitably donated to the service of Christ.
This way, a Licensed or Commissioned Minister who is not ordained will be able to give time without having to suffer the cost and burden of ministering to the people alone.
Both can manage the funds given to Christ for His purposes. Both may provide sacerdotal services and support to the needy, but the Licensed Minister acts ex officio until he is ordained.
Congregationalist for the kingdom
Since the ministers of congregations must love their neighbor as themselves like Christ, they will spend an equal amount of time and resources serving other congregations as they spend serving their own.
He is not merely a minister of a congregation but a minister of Christ serving all congregations so that they might be saved.
That is why Christ came, and that must be his purpose.
A kingdom Job
He may not be able to do all things[29] by himself, so he will work as a team with other ministers forming a network.
As an apostle he reaches out with a message to all the world. He leads the congregations, placing himself between the world and the people so that no one must go to the world to pray for provisions.
As a prophet he should have a visible relationship with the Holy Spirit which bears fruit. “one who, moved by the Spirit of God”, He should be manifesting Christ and His purposes.
As an evangelist he should be a bringer of good tidings, as a herald to the rest of the world in hope that his sheep hear His voice and gather. He is also in charge of the sacrifice of the red heifer, which is aid outside the congregations.
Just as he who lays down his life for Christ's sake is moving in the name of Christ, so also the congregations that lay down their life, their contributions for others outside their own congregations will have treasure in the kingdom.
As a Shepherd he helps keep the flock together by tending to the needs of individuals with the resources he is given. But he is also looking for the lost sheep that have not been brought into the fold. This is a major role and if it is not attended to then the Holy Spirit will not dwell in a congregation.
As a Teacher he is one who informs and shares information. That information moves through the network of the congregations and their ministers.
It is the responsibility of the elders to support a minister who they believe is striving to do the work of Christ.
Foolish Virgins and PCMs
Many people separate themselves from the world and think they are Christ's ministers, but if they are not working in one accord and holding all things in common, we are to shut the door in their face when they come to enter in with us.
Warp and Weft
A sacred purpose trust is a tool designed according to the patterns laid out by Moses and Jesus who was the Christ.
Organized in the pattern of tends the people may voluntarily assist the minister of their choice in pursuing Christ's purpose.
As a legal document and witness it is also part of the covering of the Minister in the practice of pure Religion. It is required that all are willing to repent and seek the kingdom of God and His righteousness for the salvation of the people by grace.
In weaving cloth, there are warp threads wound on the loom. Each thread is separate but common in purpose and direction. There is also the weft which is the thread that is interlaced with each warp thread, woven and combed into place forming and binding the cloth together.
The warp threads represent each minister working in a common direction. The weft thread is the documented witness of both minister and people through the documented daily ministration of faith through their reliance on charity and their appearance and participation.[30]
Showing up is not enough. One must show up with the character or mind of Christ and in the name of Christ.
Christ came to sacrifice and if he is in us, we must and will do the same.[31]
The purpose congregation
What is the purpose of the congregation of record whose participant elders have each declared their Sacred Purpose and established a Sacred Purpose Trust with the Messiah?
Why do the Elders of a CoRE freely choose to assemble, what is its purpose?
What do the Elders do, and what do the servant ministers do?
What are the kingdom duties, responsibilities and obligations for an Elder under the law of nature and nature's God?
What are the kingdom duties, responsibilities and obligations for a nominated minister under the law of nature and nature's God?
If the Church is one form of government, what are the Elders to diligently do when they come into free assembly with other Elders and their elected networking ministers as a government in congregations of congregations?
Form of governance
Can the form of government undermine the purpose of government?
Let's examine a civil government of the world, that form central seats of power and authority from which they rule the people and the purpose of government in general.
Black's Law Dictionary, 5th Ed. defines government as: "From the Latin gubernaculum. Signifies the instrument, the helm, whereby the ship to which the state was compared, was guided on its course by the "gubernator" or helmsman, and in that view, the government is but an agency of the state, distinguished as it must be in accurate thought from its scheme and machinery of government.”
In anatomy, the gubernaculum is the tissue that connect the male and female reproductive organs to the body.
Society is born in the family which is a term of Nature and Natures God and nothing should disconnect the power of the family from the body of the individual or the society they create through the family.
Separation of power
The Family is the first corporation of God and what God has joined together let no man put asunder.
Separation of powers in the kingdom places the duties and responsibility of the executive, legislative, and judicial branches in addition to administrative agencies in the hands of every man.[32] Returning every man to his possessions and to his family requires that every man take back his responsibilities to his family and to the individual families of mankind, society without prejudice in accordance with Right Reason, I.e. logos.
It is the role of the church as one form of government to facilitate the people who seek the kingdom of God and His righteousness and who participate directly through the CORE to accomplish all functions of government without force or control.
The legislative body today is often a group that makes laws. There are really very few laws one needs. Don't steal or bear false witness, which takes care of fraud and robbery. Don't murder, which includes do not damage. You cannot harm others, so you can't damage their property either by design or negligence.
All these matters used to be settled by common law courts and a jury of your peers through voir dire of choice.
If someone will not make amends for damages, all of society should ’'cast them out socially. If the church is only a social club or a fellowship that is not much of a threat but if the Church is your Social welfare system, your faithful emergency ministry auxiliary then the only alternative you would have for help would be the men who call themselves benefactors but exercise authority. They will set taskmasters over you and take and take and take and even whip you with scorpions...
When everyone attends to the weightier matters of law, judgment and mercy, things will run smoothly, but there is still the third branch of government.
The executive branch of government is responsible for enforcing laws. The state is in the hands of the people and each individual is responsible for the application of the law. If there is injustice, they must show up and be there standing for righteousness with the character of Christ.
They must defend the weak, oppose the lawless, provide for the abused, neglected and downtrodden, bear witness against all injustice, immorality and deception. Because the separation of powers, that is to say rights is in every man, every man has the responsibility to support the execution of righteousness with charitable peace and love offerings of their time, sweat and blood.
In the systems of the world there are 15 executive agencies, including the Departments of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Interior, Justice, Labor, State, Transportation, Treasury and Veteran's Affairs.
The network
In the kingdom you will see the people working through a network, an intentional community in a hundred of decentralized voluntary ways to accomplish the same duties of their executive branch but by love and service rather than force
Where are the powers of sovereignty vested in Christ's kingdom of heaven on earth?
They are in the hearts and minds of every man that hears his voice.
Rudiments of a free assembly
The axiological elements of free assemblies from an individual practical perspective includes:
- Personal motivation of Christ's within the individuals heart and mind.
- geographical proximity to the minister and therefore one another(other congregants).
- Desire to serve the purpose of the Creator through service to others(neighbors, congregants, and the people in world).
- Two or more elect a minister who agrees to serve mutually the congregation and network of the Church.
- Develop an intimate and personal relationship of care and fellowship with all electorates.
- Develop habits of forgiveness and sacrifice in love and patience, without judgement with the congregants and whole network.
- Attend to the weightier matters and the practice pure Religion.
Departments of Agriculture
All men eat, so all men are concerned with agriculture.
Every man should learn something about producing and preserving food as gardeners and/or farmers, from the earth to the tables of the people.
Community Supported Agriculture, sustainable living, permaculture through youth CORPs.
The word Corp is a form of the word body, from which we get words like corporation. We have used the word CORE as Congregation of Recorded Elders. Since the Fathers of the kingdom are the actual Elders of each family, there is no need for incorporation that would diminish the rights of the Family.
If a youth wished to learn about Agriculture, they would be sent by their natural fathers to learn as apprentices with members of CORE families working in an agricultural setting.
It is interesting to note that in the popular story of the Jedi Knights of the Star Wars epics there was also Jedi who became a part of three other groups which were called the Agricultural Corps, the Medical Corps, the Educational Corps. They were all aiding the health and well-being of the Republic in different ways.
While they began as youths and students, they provided an important part of that society. As students with common interests, they formed natural congregations of recorded padawans pursuing as a class the knowledge to become teachers and guides in a better way for others in society.
Everything in the kingdom is returned to the individuals of God's institution, the Family. People learn to work independently motivated but as units of cooperation, forming natural brotherhoods
In the kingdom the duties of institutions of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Interior, Justice, Labor, State, Transportation, Treasury and Veteran's Affairs would be consolidated by the virtue in every man. But the power to execute those offices remains with the people. This requires both forgiveness and a willingness to give. The minister helps make those connections.
We must look to what could be called the Agricultural CORP. Many people have knowledge of what works in agriculture not because it is a business, but because of their passion for agriculture.
Department of Health
The Health CORP of the kingdom would see to the duties of Health and Human Services but would also be interested in sheltering the individuals of society because Housing and Urban Development is a part of health. Your shelter and clothes can also affect your health.
Certainly, those interested in health would also be interested in agriculture, so this CORP would not be isolated in departments but would be a part of the Network of the Church itself which naturally forms a society based in common love for one another.
There would be no need for a Department of Homeland Security to coordinate these separate departments because they would not be separate in their purpose but would be unified in the commonality and simplicity of Christ according to His purposes through His Church. If each seeks the path of Christ, these groups would not be separate agencies battling for their own self-interests, but would be parts of a whole establishing a plenum as they became the manifestation of Christ.
Kingdom of Heaven
So, the Kingdom of heaven, or kingdom of God, on earth has a republican form of government since we each, individually, are to be ruled by Christ's spirit indwelling in us.
The only separation of powers or rights is in the individual and the only incorporation is in the body of Christ as we conform to His name, e.g. His character, in voluntary service to the weightier matters of law, judgment, mercy and faith.
If Christ's spirit is indwelling in each of us, then aren't we each holding that vested sovereignty?
Then aren't we expected to exercise that power directly as individuals standing alone as free souls, but together in Christ?
If we grant some of that power to those we believe to be Christ's agents, our servants, we only grant the power over the thing and not over the inherent right for us to choose.
All power is vested in the individual through the family, which is only a system of self-governance that works amongst the virtuous.
Our duties, responsibilities, and obligations, as Elders, under God's law are the weightier matters of law, judgment, mercy and faith.?
Righteous, Godly kings and queens, do teach their sons and daughters and raise them up in communities of love and service, caring about the next family and next generation as much as their own?
The purpose in God's government is the purpose of God which is to give life, being fruitful and multiplying that life and liberty in love and righteousness.
The Godly ministers of Christ are to facilitate that purpose as the rudders of his ship, with His Holy Spirit at the helm.
Separation of Church and State
"The church is separate from the civil authority whether the people hold it individually or contrary to God's plan, collectively."
"From the Church's point of view the civil authority of the kingdom should be in the hands of individuals, not the collective."
The State is when the people incorporate their right to choose in the hands of a body politic. This is usually done because of greed and covetousness or apathy and sloth.
Almost all government today are incorporated as some form of corporation.[33] This is not the historical norm. So, what is this "civil authority"?
Civil authority is that apparatus of the state other than its military units that enforces law and order. It is also used to distinguish between religious authority (for example Canon law) and secular authority. In a religious context it may be defined "as synonymous with human government, in contradistinction to a government by God, or the divine government."[34]
His Church is religious in that it provides a means to perform your duty to God and your fellow man but by its nature, it is also an apparatus of the people other than its military units that enforce law and order. While the Churches primary duty is charitable welfare promoting love within and amongst free assemblies called congregations of recorded elders or CORE groups the secular authority, from the point of view of the God whom the Church serves, is first in the hands of the individual family units.
That authority not yet in the corporate State and still retained by the people in their private state capacity in that religious[35] context may be defined as synonymous with a government of the people, by the people and for the people or “the divine government."
An "Elder" is not so much an office as it is a position. The offices of Elder are that of Father of the family and Husband of a Wife and a Brother to all mankind. The definition of the duties of an Elder are found in the necessity of those offices.
Their purpose is defined by the name or Character of the creator as the Father of us all.[36] By adoption some may take another father of the earth acquiring new duties and obligations[37] but through repentance they may return to the piety[38] of their father in heaven.
If a natural family or family in the state of nature is an estate endowed by God in possession of all rights according to the law of Nature and Nature's God. It is the primary unit of the kingdom of God that passes from generation to generation.[39]
If we are governed by the virtues of Christ and make no covenants, each individual holds all the power of the state to be governed by God. This is government or the Kingdom of God.
All governments operate by and with the sacrifices of the people. The people have that right to give up a portion of their own lives for the benefits of others. In a natural state that choice or liberty rests with the individual, but under contract that power or liberty of choice may be granted to others.
A man is free only when his "freewill offerings", "tithes" are truly free, and he will not remain free if he does not give freely as Christ and the Father gave life to us all. In the kingdom every man's hand is the hand of government and his heart shall define its nature. If his heart is that of a beast biting his neighbor, his government will have the nature of a beast. If he does not defend justice and exercise mercy, he will not receive mercy or justice.
The same applies to the kings of families. If sons and daughters do not honor their parents and their elders in congregation, their days will not be long upon the land as free souls under God. While the government of God operates in liberty, without true daily sacrifice there will be no liberty. All must seek to support in love through sacrifice and service through their own free will choice. Liberty will not linger amongst a people who will not support its cause amongst the families of mankind. Without the virtue of charity, the sacrifice of faith, and the patience of hope there will be no freedom.
