Jesus was called teacher. Abraham, Moses, and Jesus were all teaching the people The Way of God and His righteousness. Jesus came to take the kingdom from those who were teaching something different from Moses and appointed it to the Apostles so that they would bear fruit and the world might be saved through repentance.

V1 "a little folly"(סִכְלוּת)[1] is costly[2] for wisdom (in administration)[3] [and] glory, honour, glorious, abundance(מִכָּב֖וֹד)[4].
V2 A wise man's heart is at his right hand(לִֽימִינ֔וֹ)[5]; but a fool's heart at his left(לִֽשְׂמֹאלֽוֹ)[6] . The word form of "left" only appears in Jonah 4[7]Jesus had something to say about the left and the right hand.[8]
V3 "A fool walketh by the way, his wisdom faileth" because when he does as the fool it darkens his mind so that he cannot see clearly.
V4 "If the spirit of the ruler rise up against thee, leave (normally יָנַח but in this text we see תַּנַּ֑ח TavNunChet)‎ [9] not thy place; for yielding ((healing) מַרְפֵא‎)[10] pacifieth(the same root word for leave יָנַח YodNunChet is changed here in the text where we see יַנִּ֖יחַ YodNunYodChet)‎ [9] great offences."
The teacher/gatherer equates this foolishness with a ruler or the spirit of one who rules. Saul was a foolish ruler when he forced a sacrifice with the right hand of his power as king. He rose up against the right of the people to choose to give.
V5 There is an evil which proceedeth from the ruler that is an error(Begins with a Kaf and includes a double Gimel (כִּשְׁגָגָ֕ה))[11]. What was the error of Saul and the error of the pharisees which made the word of God to none effect? Was it their Corban? What did Jesus say about the governments of the gentiles who exercise authority?
V6 Folly is set in great dignity(elevated), and the rich sit in low place.
V7 "servants upon horses" The king was not to multiply his horses, which is to say he was not to raise an army against the people. According to Deuteronomy 17 that was to be written in your constitution. But here the servants multiply horses. The bureaucracy itself becomes the army. They become the swarms of office that eat out the substance of the people. They are the locust. This of course makes the people who are suppose to ne the "princes"(וְשָׂרִ֛ים)[12] of the government of, for, and, by the people[13] to be "walking as servants(bondsmen)".

A little Foly makes wisdom stink

1 Dead flies cause the ointment of the apothecary to send forth a stinking savour: so doth a little folly(סִכְלוּת)[1] him that is in reputation[2] for wisdom[3] and honour(מִכָּב֖וֹד)[4].

2 A wise man's heart is at his right hand; but a fool's heart at his left.

The fool's wisdom fails

3 Yea also, when he that is a fool walketh by the way, his wisdom faileth him, and he saith to every one that he is a fool.

4 If the spirit of the ruler rise up against thee, leave not thy place; for yielding pacifieth great offences.

The evil error of rulers

5 There is an evil which I have seen under the sun, as an error which proceedeth from the ruler:

6 Folly is set in great dignity, and the rich sit in low place.

7 I have seen servants upon horses, and princes walking as servants upon the earth.

Dig a pit for your trap

8 He that diggeth a pit shall fall into it; and whoso breaketh an hedge, a serpent shall bite him.

9 Whoso removeth stones shall be hurt therewith; and he that cleaveth wood shall be endangered thereby.

10 If the iron be blunt, and he do not whet the edge, then must he put to more strength: but wisdom is profitable to direct.

11 Surely the serpent will bite without enchantment; and a babbler is no better.

12 The words of a wise man's mouth are gracious; but the lips of a fool will swallow up himself.

The effect of a fool is mischief

13 The beginning of the words of his mouth is foolishness(סִכְלוּת)[1]: and the end of his talk is mischievous madness.

A fool cannot be told

14 A fool also is full of words: a man cannot tell what shall be; and what shall be after him, who can tell him?

15 The labour of the foolish wearieth every one of them, because he knoweth not how to go to the city.

16 Woe to thee, O land, when thy king is a child, and thy princes eat in the morning!

When the kings son is noble

17 Blessed art thou, O land, when thy king is the son of nobles, and thy princes eat in due season, for strength, and not for drunkenness!

For sloth and idleness

18 By much slothfulness the building decayeth; and through idleness of the hands the house droppeth through.

19 A feast is made for laughter, and wine maketh merry: but money answereth all things.

Curse not the king

20 Curse not the king, no not in thy thought; and curse not the rich in thy bedchamber: for a bird of the air shall carry the voice, and that which hath wings shall tell the matter.
