Adhocracy is a primarily structureless organization used to solve various problems. It is a type of organization that operates in opposite fashion to a bureaucracy. Adhocracy is a primarily structureless organization used to solve various problems. It is a type of organization that operates in opposite fashion to a bureaucracy. A bureaucracy is "a system of government in which most of the important decisions are made by state officials rather than by elected representatives."

The term was first popularized in 1970 by Alvin Toffler, and has since become often used in the theory of management of organizations (particularly online organizations).

It is derived from the Latin ad hoc, meaning "for the purpose", and the suffix -cracy, from the ancient Greek kratein (κρατεῖν), meaning "to govern".

We often think of the idea of to govern means to rule. But if the virtuous people of the world were to come together to rule themselves individually they would naturally form some sort of adhocracy because they would not want to rule one over the other but to live together bound by Social Virtues like love and charity, hope and honor, generally righteousness.

This is the only way to have a government of the people, for the people and by the people where the people actually remain free. Selfish people will always end up being ruled by some form of autocracy.

Proverbs 12:24 "The hand of the diligent shall bear rule: but the slothful shall be under tribute."

If people indulge in Covetous Practices they themselves will become Merchandise. If they want to bite one another they will be devoured. But if they want to set their neighbor free and forgive them their trespasses while loving them with Fervent Charity they themselves will also be free and loved by their neighbor and by God.

Characteristics of an adhocracy

  • highly organic structure (nothing more organic than the family)
  • little formalization of behavior - all volunteer
  • job specialization not necessarily based on formal training - on the job
  • a tendency to group the specialists in functional units for housekeeping purposes but to deploy them in small project teams to do their work - 10, 100, and thousands
  • a reliance on liaison devices to encourage mutual adjustment within and between these teams - Minister of Record, (PCM)
  • low or no standardization of procedures - only ten commandments
  • roles not clearly defined - we have job descriptions but not dictated procedures
  • selective decentralization - Elders are key
  • work organization rests on specialized teams - Congregations
  • control-shifts to specialized teams of volunteers
  • high cost of communication (dramatically reduced in the networked age)
  • culture based on non-bureaucratic work but honor and love

In an adhocracy there are not really any members or persons but there are individual participants who come together to accomplish a purpose.

All participants of an organization may have the authority within their areas (family), and responsibilities in coordination with other participants of CORE groups, to make decisions and to take actions affecting the future of their relationship with others as an organization.

While the Church in general is an organization it consists of participants, the laity or people and the ministers who conform to Christ for His purposes are members of the Church. They are to be Benefactors of the people but are not to exercise authority one over the other. There is an absence of hierarchy in the sense of ruling over people. But the word hierarchy is "a system or organization in which people or groups are ranked one above the other according to status or authority."

Clearly there is a hierarchy in the Church which we see with Jesus comment in Matthew 23:11 "But he that is greatest among you shall be your servant."[1]

He goes on in Matthew 23:12 to say "And whosoever shall exalt himself shall be abased; and he that shall humble himself shall be exalted."[2]

So in what sense are the Ministers of the Church a hierarchy?

Hierarchy is a late Middle English word via the Old French and medieval Latin from Greek hierarkhia, from hierarkhēs ‘sacred ruler’. The earliest sense was ‘system of orders of angels and heavenly beings’; the other senses date from the 17th century.

But the Greek word archon[3] does mean ruler and is commonly used to reference rulers over people. Jesus uses it when He appoints the kingdom to the apostles.[4]

The apostles were rulers and princes but not over the people like the governments of the gentiles. They ruled over that which was freely given to them. If they did not do well with what was given to them for the purposes of Christ the people could choose to give no more. Any government where the rulers can force the contributions of the people is not following the ways of Christ, nor are the people free or at liberty.
