The phrase "wave offering" appears 14 times but the word translated wave offering appears 28 times in the biblical text, 26 of which are in the Torah.
We are told that a wave offering was "a sacrificial offering by the ancient Jews that was elevated and swung to and fro and then reserved for the personal use of the priestly families" and became the property of the priests.
Is it about enriching the priesthood and someone in fancy robes waving things in the air in a ritual performance for all to see?
Or is there a practical and functional purpose behind the instructions of Moses?

The word shoulder 07785 (שׁוּק) here is the same as 07784 (שׁוּק) street, and 07783 (שׁוּק) give abundance.
And the word for breast (חֹזֶה) chazeh[9] is the same word for something that is seen or agreed to (חֹזֶה) chozeh[12]02374 but it is also the same as (חֹזֶה) chazah[13]02372 which is to see and "provide" something in the sense of providing with intelligence.
If Moses had set up a national social safety net made of the lively stones of a living temple then:
- Those wave offerings that came to the priest first were openly held up and redistributed by the priests to other priests where it was thought they would be best needed. At which time they were empowering their fellow priests(also stones) to be able to serve the people through the year through charity which promotes the social bonds of society.
If this was all just superstitious rituals then:
- Those wave offerings were then "a sacrificial offering" by "Jews that was elevated and swung to and fro and then reserved for the personal use of the priestly families." There would be no other purpose for those offerings but to enrich the priests as it became their personal property and they became wealthy and an aloof elitists political class.
