The Bible tells us in Proverbs 12:24 that "The hand of the diligent[1] shall bear rule[2]: but the slothful <remiyah>[3] shall be under tribute."
We are told that so that we will know why we must pay tribute to rulers and kings.
Christ told us not to be like those governments of other nations which call themselves Benefactors but exercise authority one over the other.
Not being slothful is not about being busy but about being busy with the mission and directives of Christ. The reason people are made Merchandise is because they were slothful in the ways of charity. They were Covetous and not only failed to provide for their parents but also their neighbor in need.
Israelites and Christians were not slothful in congregating together. They did so not for what they could get but for what they could give.
- "He also that is slothful in his work is brother to him that is a great waster." Proverbs 18:9
The slothful spirits who dwell in the realms of hell feed on the souls of those who are willing to squander God's gift of time and space. They are not diligent but bring spiritual allies of pride and wantonness who all abide together in the house of self indulgence and waste.[4]
Christ said seek, strive, love one another and not be like the other governments. But the Church was a government and had local and national gatherings. They did this for a reason and were motivated out of love of others. To come in the name of Christ is to come to serve, to set the captive free, not to save ourselves or just get free.
The kingdom appointed by Christ was a well disciplined network of individuals serving one another in faith, hope and charity. They formed a vast network all across Europe and Asia practicing Pure Religion and attending to the Weightier matters of the law, judgment, mercy, and faith which include caring for the needs of our neighbors and the widows and orphans of our society through Pure Religion in matters of health, education, and welfare. We are NOT to provide for the needy of society through the Covetous Practices and the men who call themselves benefactors but who exercise authority one over the other like the socialists do.
The Way of Christ was like neither the way of the world of Rome nor the governments of the gentiles who depend on those fathers of the earth through force, fear and fealty who deliver the people back in bondage again like they were in Egypt. Christ's ministers and true Christians do not depend upon systems of social welfare that force the contributions of the people like the corban of the Pharisees which made the word of God to none effect. Many people have been deceived to go the way of Balaam and the Nicolaitan and out of The Way of Christ and have become workers of iniquity.
The Christian conflict with Rome in the first century Church appointed by Christ was because they would not apply to the fathers of the earth for their free bread but instead relied upon a voluntary network providing a daily ministration to the needy of society through Faith, Hope, and Charity by way of freewill offerings of the people, for the people, and by the people through the perfect law of liberty in Free Assemblies according to the ancient pattern of Tuns or Tens as He commanded.
The modern Christians are in need of repentance.

Word Study
There are many words translated slothful in the Bible.
Judges 18:9 And they said, Arise, that we may go up against them: for we have seen the land, and, behold, it is very good: and are ye still? be not slothful(לצע AyinZtadikLamed)[6] to go, and to enter to possess the land.
- The same three letters as a noun with the letter Hey added הלצע AYIN TZADIK LAMED HEI[7] is found in:
- Proverbs 19:15 Slothfulness <06103> casteth into a deep sleep; and an idle soul shall suffer hunger.
- Ecclesiastes 10:18 By much slothfulness <06103> the building decayeth; and through idleness of the hands the house droppeth through.
- The meaning of these letters AYIN TZADIK LAMED HEI:

- We find the same word with a TAV, the mark of God and the letter for faith, instead of the HEI in Proverbs:

- Strong's number 06104 תולצע ‘atsluwth \@ats-looth’\@ also from 06101; n f; appearing just this once as idleness 1 defined as sluggishness, laziness.

The first two letters ץע ‘ets form the word for tree or wood and timber[8]
If you take the same first two letters which is said to mean tree or wood, which are also the letters for AYIN Divine Providence and ץ TZADIK The Faith of the Righteous One, but add a MEM, the Fountain, instead of a LAMED you get the word םצע ‘atsam which appears as increased 4 times, mighty 4, … strong 4, more 2, broken his bones, closed, great, mightier, shutteth, stronger once each. Defined as "to be vast, be numerous, be mighty" but also "to shut (the eyes), close (the eyes)". As a noun םצע ‘etsem is translated bone 104, but selfsame 11 times, same 5, body 2, very 2, life 1, strength 1. It is defined "bone, essence, substance".[9] and with the letter HEI it becomes might, strong, substance, power, strength.
There is another word we see for slothful which is הימר rᵉmiyah which consists of the letters Reish Mem Yod Hei and first appears in:
- Job 13:7 Will ye speak wickedly for God? and talk deceitfully <remiyah>[10] for him?
- Reish Mem Yod Hei are much different letters than Ayin Tzadik Lamed Hei. Yet in our modern language they are translated slothful to at least some times.. Their meanings are as follows:

- Proverbs 19:15 Slothfulness casteth into a deep sleep; and an idle <remiyah> soul shall suffer hunger.
It also appears in other verses of Job and in Psalms and Proverbs as well as Jeremiah, Hosea, and Micah but not always translated slothful.[11]
If we go back to the letters and word לצע atsal(AyinZtadikLamed) which appeared in Judges 18:9 we can see the adjective AyinZtadikLamed[12] with the same letters in only in Proverbs:[13]
In Proverbs we also see the word ReishPeiHei[14] Proverbs 18:9 He also that is slothful<raphah> in his work is brother to him that is a great waster.

While the word can certainly include the idea of slothful in context it normally is translated feeble, fail, weaken, with a definition of "to sink, relax, sink down, let drop, be disheartened".
In the New Testament we find the Greek word ὀκνηρός (okneros)[15] in:
- Matthew 25:26 His lord answered and said unto him, Thou wicked and slothful<okneros> servant, thou knewest that I reap where I sowed not, and gather where I have not strawed:
- Romans 12:11 Not slothful<okneros> in business; fervent in spirit; serving the Lord;
- Philippians 3:1 Finally, my brethren, rejoice in the Lord. To write the same things to you, to me indeed [is] not grievous<okneros>, but for you [it is] safe.
The Greek word is from oknos meaning delay
There is also the Greek νωθρός nothros[16] from the word νόθος nothos meaning illegitimate or bastard[17]
