They talk about not hearing and ask why ye "shew me iniquity, and cause me to behold grievance" when "spoiling and violence are before me". Go cry unto the gods you have chosen.[1]
v5 "ye will not believe, though it be told you." This because people hate the light and flee it. See John 3
v9-11 "They shall come all for violence... imputing this his power unto his god."
v13 He asks of "when the wicked devoureth the man that is more righteous than he". Everyone is caught in a net that takes the fat for themselves because the people are in a snare.
In Chapter 1:17 Habakkuk talks about "men as the fishes of the sea" and men who "deal treacherously" "catch them in their net..." and they "sacrifice unto their net... and their meat plenteous". v15

Clearly the people are snared and trapped like the merchandise of the fishmonger.
Have the fallen to the error of Balaam and the Nicolaitan and returned to the bondage of Egypt and made covenants with the gods of the world so that the people were compelled to serve as they served the Pharaoh?
Legal charity is the Corban and Pharisees is the same as the error of Balaam and the Nicolaitan.

Summary of Habakkuk chapter 1

Though we cry out because of a burden of violence and iniquity God does not hear nor save us from the strife and contention.
The law is slacked, and judgment seems slow in coming because the wicked surrounds us with injustice because the people heard not the cries of their neighbor neglecting the weightier matters.
But the terrible and dreadful judgement will snare the people in captivity everywhere and grind the people into dust as they "deal treacherously" even when they "sacrifice unto their net".
They will serve the curse that snares them and the wicked surround the righteous because the people are snared by their appetite and serve the system that captures them until the nations are slain.
