The word Charity does not appear in the Old Testament. But that book which contains instructions, often expressed in metaphor, on how to form a free government with no central king or ruler talks about a governmental system dependent upon a Network that is supported by charity, known as Freewill offerings.
In order for any society to be free, the way it takes care of its needy must be by freewill offerings or charity. This is the message of the Bible, of John the Baptist and of Christ. Systems that depend on force and Benefactors who exercise authority always become tyrannical, inefficient and corrupt.
Food Stamps, like the Free Bread and circuses of Rome, are an example of how a system of entitlements weakens the people divides the community, dissipates honor and depletes the Social Virtues. Our whole system of Welfare needs to be reexamined. People will not want to change but those who do must be the change in a Network of true, wise and continuous charity, with daily Charitable Practices.

Why were these offerings mentioned so much in the Bible? That was how the nation of Israel supported its government, by faith, hope and charity and the perfect law of liberty.

Freewill offerings appears in many verses:
