Social security may either be synonymous with welfare, or refer specifically to social insurance programs which provide support only to those who have previously contributed (e.g. most pension systems), as opposed to social assistance programs which provide support on the basis of need alone (e.g. most disability benefits).
An early codified universal government welfare was instituted in the 7th century (634 CE) in the time of the Rashidun caliph Umar. The first modern welfare state was Imperial Germany (1871–1918), where the Bismarck government introduced social security in 1889. These all led to tyrany.
But Sumer existed as a welfare city -state long before and likely Cain and Nimrod were also welfare states with codes and laws enforced by government instead of the people. Sodom also weakened the people in a time of affluence. Certainly Rome had their system of free bread that subjected the people.
Proverbs and Polybius to say nothing of Plutarch all warned that the dainties of rulers were deceitful meats. Peter, Paul, and David warned that their welfare tables were a snare and the covetous practices they allow makes people merchandise.
Draco of 7th century BC, also called Drako or Drakon meaning dragon or serpent. He was the first recorded legislator of Athens in Ancient Greece.
He replaced the prevailing system of oral law with a written code to be enforced only by a court of law created from the top down where the rulers were the fountainhead of justice and the people no longer have the power to decide fact and law. Draco was the first democratic legislator requested by the Athenian.
Draco codified laws characterized by extreme harshness which led to the establishment of the adjective draconian meaning the unforgiving rules or laws.
We see the codification of laws under Hammurabi Codes with the same merciless death penalties.
Solon, would repeal most of those laws twenty five years later, including those related to debt slavery.
The death penalty remained the law on murder.

It was a term used for an assembly of public servants called or summoned by an authority. Usually the were called to deal with corruption.
Certainly there was corruption in Judea which why Jesus was going to take the kingdom from the Pharisees and appoint it to his little flock. Even the levites were called out.

Draco was elected democratically after enfranchising hoplites, the lower class soldiers, but prescribed the death penalty even for minor offences. Draco's laws also allowed debtors to be sold into slavery.
The idea of selling neighbor's or even brothers into slavery was the theme of the story of Joseph and seen in the policies of Julius Caesar first with the Gauls but also with Carthaginians and Corinthians among others.
There are countless examples of how to repent of that spirit that judges that it is okay to enslave other for your benefit and gain.
Why do societies and their legal systems become draconian?
Jesus said the Pharisees were not attending to the "weightier matters".
Their laws had become draconian but the Romans became even more so which led to the destruction of Judea.
Abraham saw the same problem in Ur degenerating the people in Haran and to do something about it.

I hear people repeat these types of Christian platitudes but I believe we need to clarify what that would look like. James tells us James 2:18 "Yea, a man may say, Thou hast faith, and I have works: shew me thy faith without thy works, and I will shew thee my faith by my works. 19 Thou believest that there is one God; thou doest well: the devils also believe, and tremble. 20 But wilt thou know, O vain man, that faith without works is dead?"
The Bible should be read in the context of the scriptures. Certainly John's account of being born again should be read in the context of John. You are only born again if you loveth the light and if you do evil deeds that God hateth then you also must in fact hateth the light.
"John 3:20 For every one that doeth evil hateth the light, neither cometh to the light, lest his deeds should be reproved." so, that alone testifies ye are not born again and are in need of repentance and have not had your eye on Jesus.
Jn. 17:3 "This is eternal life, that they may know You, the only true God, and Jesus Christ whom You have sent."
1 Jn. 3:14 "We know that we have passed from death to life, because we love the brethren. He who does not love his brother abides in death."
