Deuteronomy includes an outline of a constitution for Israel if they ever have or think they have a need for a king. Any constitution for a government that would exercise authority one over the other would have to include all 5 factors to truly be biblical.


Evil favoured

Similar precepts are expressed throughout the biblical texts with the same words in Exodus[4], Joshua[5], 1 Samuel 2, [6].
There is a story in 2 Kings 4 where the terms are used to describe meat in a "pot" having "no harm".[7] There was no harm because what was put in by the means and manner of Elisha was filled not like the previous pot representing the metaphor of the cauldron which would also be the flesh pots and cities of blood.
Serving other gods was serving other "ruling judges". Read more about gods.
The word wickedness in verse 2 is ReishAyin while the word for city is AyinReish.
The government of God was not top down but there were ways of dealing with crimes and a system of appeals courts called the "cities of refuge" run by men who held offices of service through charity rather than power.
While the Levites belong to God[8] and had no inheritance in the land but owned all things common they were recognized by the people who gathered and tithe in free assemblies in patterns of tens.
Eventually that pattern recognized in that pattern of tens a priesthood supported by the tithe of the people in each of the tribes.
This allowed the Levites to operate the Cities of refuge providing the weightier matters through a network of charitable offices rather than offices that exercise authority.
Deuteronomy 17 Verses 14 through 20 are clear instructions for what must be in a constitution for it to be biblical and that is covered in Not my constitution.
