The civil law is the law that men make for themselves but the Law of Nature is unchangeable within a cause and effect universe. While a "legal system" may call "law" they are subject to change because they are only created by men through contracts, covenants, and constitutions and consent in one form or another.
The Torah tells us of both the Law of Nature and nature's God and the legal system which consist of statutes, ordinances, agreements, covenants, and leagues.


Statutes ordinances laws and portions

The modern definition of statute is "a written law passed by a legislative body." The word statute appears in the Bible in one form or another several hundred times but may have a different definition. The most common Hebrew word for statute is choq [1] consisting of two Hebrew letters ChetKuf and is also translated ordinance, decree, due, law, portion, bounds, custom, appointed, Even commandments. The normal word for "commandments" is mitsvah MemTzadikVavHey [2] composed of completely different letters, ChetKuf in the word statute or ordinance.

The first place we see the word commonly translated Statute it appears as the word portion or ration twice in Genesis 47:22:

  • "Only the land of the priests bought he not; for the priests had a portion[1] [assigned them] of Pharaoh, and did eat their portion[1] which Pharaoh gave them: wherefore they sold not their lands."


The next time choq appears a few verses later it is translated law.

Genesis 47:26 "And Joseph made it a law <02706> over the land of Egypt unto this day, that Pharaoh should have the fifth part; except the land of the priests only, which became not Pharaoh’s."

In the text the word choq appears with the additional letter Lamed at its beginning as ləḥōq (לְחֹק֩) LamedChetKuf. We are led to believe that this makes the word previously translated portion mean law. While this letter combination is translated law in Genesis 47:26, it is translated statute in Exodus 29:28 and Leviticus 7:34 but ordinance in Numbers 18:8 and 2 Chronicles 35:25


The most common word for law in the Bible is Torah which comes from a word meaning teach but with the Hebrew letter for faith added in the front. Another word translated law is chathan[3] which is translated both law 27 times and affinity several times.

It really has to do with making something legally binding by making an agreement or contract.

Exodus 5:14 And the officers of the children of Israel, which Pharaoh’s taskmasters had set over them, were beaten, and demanded, Wherefore have ye not fulfilled your task <02706> in making brick both yesterday and to day, as heretofore?

Here we see the word task translated from ChetKuf but again the additional letters KafMem are added to produce the word ḥāqəḵem (חָקְכֶ֤ם). The term ḥāqəḵem appears no where else in the bible and while it refers to a portion or amount of brick to be delivered which is required by law it is the result of an agreement made back in Genesis which brought the people into the bondage of Egypt.

Exodus 12:24 And ye shall observe this thing for an ordinance <02706> to thee and to thy sons for ever.

In Exodus 12:24 we see "And ye shall observe"[4] is from Shamar(שָׁמַר‎) but appears as ūšəmartem VavShinMemReishTavMem (וּשְׁמַרְתֶּ֖ם) and its meaning of statute or "ordinance" was from the noun Choq ChetKuf (חֹק‎)[1] but we see the letters in the text as ləḥāq- LamedHeyKuf (לְחָק־).

The verb would be ‎ Chuqqah ChetKufHey (חֻקָּה)[5]. There is another similar verb said to mean portray or carve work or set a print‎ Chuqah ChetKufHey (חֻקָּה)[6]. We review this in our study or Exodus 12


Exodus 15:25 And he cried unto the LORD; and the LORD shewed him a tree, which when he had cast into the waters, the waters were made sweet: there he made for them a statute <02706 (ḥōq חֹ֥ק)> and an ordinance, and there he proved them,

Here we see the word ḥōq (חֹ֥ק)[1] translated statute with the word ordinance.[7] which is normally seen as mishpat (מִשְׁפָט) MemShinGimelTet but appears in the text as ūmišpāṭ VavMemShinGimelTet (וּמִשְׁפָּ֖ט).

It is almost always translated judgement and is from the verb shaphat ShinGimelTet (שָׁפַט‎)[8] meaning to judge.
