Comments
So who are the "Saints" and who are the "unjust"?
The Saints[1] are those disciples Jesus as the Christ called out and appointed the kingdom to who were to be "separate" from the world.
The unjust[2] were the lovers of the wages of unrighteousness who were workers of iniquity who were the gods many spoken of by Paul.
Since the ministers of the Church were to "occupy in the church the same positions as those which were occupied by Aaron, his sons, and the Levites in the temple." Jerome, Ep. 146. They also would need to provide the cities of refuge which were the voluntary appeals court system.
The courts of the world use force to judge and compel recompense while the court of Christ sought the people's voluntary cooperation. The levites were similar if we are willing to understand the stoning.
Questions
If you had no inheritance in the kingdom then there was no communion, nor daily ministration and you would be at the mercy of the world.
There is a long list starting in verse 9 of people who shall not "inherit the kingdom of God".
To inherit or rather as we see here to not have a right to inherit[3] means "to receive the portion assigned to one" or "to become partaker of, to obtain".
The early Church community had a common communion through a daily ministration rooted in a voluntary charity by The Way of Pure Religion.
To turn your back on the community that is trying to attend to what Christ called the weightier matters they could be cut off from the welfare "safety net" provided through the communion of Pure Religion provided by the early Church as it "rightly divided bread from house to house".
What does he mean "make them the members of an harlot"?
Most of the adultery of the testaments is national adultery with systems not of the Bride of Christ through social compacts and covetous practices.

8 Nay, ye do wrong, and defraud, and that your brethren.

9 ¶ Know ye not that the unrighteous shall not inherit the kingdom of God? Be not deceived: neither fornicators, nor idolaters, nor adulterers, nor effeminate, nor abusers of themselves with mankind,

10 Nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners, shall inherit the kingdom of God. 11 And such were some of you: but ye are washed, but ye are sanctified, but ye are justified in the name of the Lord Jesus, and by the Spirit of our God.

17 But he that is joined unto the Lord is one spirit.

18 Flee fornication. Every sin that a man doeth is without the body; but he that committeth fornication sinneth against his own body.

19 What? know ye not that your body is the temple of the Holy Ghost which is in you, which ye have of God, and ye are not your own?

20 For ye are bought with a price: therefore glorify God in your body, and in your spirit, which are God’s.
