The people of Israel and the Levites who were called out as the Church in the wilderness were form a different type of government.
The Book of Numbers is an accounting of the people beginning this process of becoming a peculiar people as they organize themselves in patterns of Tens as Christ commanded His disciples to require of the people who would follow the way of Christ for the practice of Pure Religion which may set the captive free according to the perfect law of liberty.
In the early day they lived in tents or tabernacles[1] but what they were learning is a timeless skill that comes with the seeking of the kingdom of God and His righteousness.

The phrase Tabernacle of the congregation appears a 127 times in the Bible and 20 times in Exodus. The idea of the Tabernacle of the congregation is also the idea of the tents of the congregations.

The Tabernacle of the congregation was said to be a central tent that moved about among the the tribes of Israel. The tribes were organized in to groups of ten families which would be called synagogues later.

The people were to worship from the door of their own tents[2] in a network of faithful sacrifice.

While the word tabernacle[3] Ohel designates the movable dwelling made of fabric or animal skins that characterized the life of the Ancient Near East nomad. In Scripture it ranges from the simplest shepherd’s shelter to the majestic Tent of Meeting that housed the Ark of the Covenant. With roughly 345 occurrences, the word provides a wide‐angle lens on worship, family, war, prophecy and eschatology.

Ohel אֹהֶל is from 0166 אָהַל[4] meaning has brightness Moses knew that the people were to become tabernacles of light. The fabric or animal skins were all symbols. only the spirit which is life, some time observed as light giveth life. “The Word became flesh and tabernacled among us” (John 1:14) but we are to be temples of that same Holy Spirit literally.

In Leviticus we see that Moses is describing the meaning, means, and method used by Israel to function as the government of God.

For the system of voluntary sacrifice set up by Moses to work the people must let the light into their own house. Otherwise the symbol of the greater tent has no value.
