Isaiah 40:21 is about the message of John the Baptist who was "The voice of him that crieth in the wilderness, Prepare ye the way of the LORD, make straight in the desert a highway for our God" Isaiah 40:3 to avoid the "snare" of the legal charity of the welfare state which which makes the word of God to none effect bringing man back into captivity as human resources.
