Congregations of record could also be called congregations of testimony or congregation by witness.

"Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place [such] over them, [to be] rulers of thousands, [and] rulers of hundreds, rulers of fifties, and rulers of tens:" Exodus 18:21

Early Israel was a network of congregations bound only by a common purpose which did not allow people to take from others because their "rulers" "hated covetousness".[1]

Those "rulers" were called "sar"[2] in the Hebrew this is the letters Shem and Reish. It is from the verb ShemReishReish[3]

It is not the word mashal [4] which is from the letters MemShemLamed and is also translated "rule" and "ruler" and associated with dominion[5] and the power of a "Pharaoh" and "Egypt".[6]

Another word for "ruler" is nasiy’ [7] which is the letters NunShemAlef. It appears in Exodus 34:31 in refference to the "rulers of the congregation".[8]
