Congregations of record could also be called congregations of testimony or congregation by witness.
- "Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place [such] over them, [to be] rulers of thousands, [and] rulers of hundreds, rulers of fifties, and rulers of tens:" Exodus 18:21
Early Israel was a network of congregations bound only by a common purpose which did not allow people to take from others because their "rulers" "hated covetousness".[1]
Those "rulers" were called "sar"[2] in the Hebrew this is the letters Shem and Reish. It is from the verb ShemReishReish[3]
It is not the word mashal [4] which is from the letters MemShemLamed and is also translated "rule" and "ruler" and associated with dominion[5] and the power of a "Pharaoh" and "Egypt".[6]
Another word for "ruler" is nasiy’ [7] which is the letters NunShemAlef. It appears in Exodus 34:31 in refference to the "rulers of the congregation".[8]
