Belial

Belial is a term occurring in the Hebrew Bible which later became personified as the devil in Jewish[1] and Christian texts. Alternate spellings include Baalial, Balial, Belhor, Beliall, Beliar, Berial, Bylyl and Beliya'al. The wicked leader put in power by workers of iniquity will cry out.[2] see Balaam.

The word translated Belial is bëliya‘al[3] BeitLamedYodAyinLamed (בְּלִיַּעַל‎) but is also translated wicked 5 times, ungodly 3 times, evil, naughty, ungodly men once each.

Wicked

Deuteronomy 15:9 Beware that there be not a thought in thy wicked <01100> heart, saying, The seventh year, the year of release, is at hand; and thine eye be evil against thy poor brother, and thou givest him nought; and he cry unto the LORD against thee, and it be sin unto thee.

It was the responsibility to care for the poor with free will offerings and not with the Legal charity offered by Nimrod, Sumer, or any of the the cities of blood with rulers who exercised authority offering dainties that were a snare.
