The Licensed minister is not ordained may belong to the world and owe service to the world and may only free devote part of his time to the people who have given him permission or license to serve. They grant this authority by granting an offering into his trust. An ordained minister must sanction his holding of this office ex officio.

Because His church is not a Federal Employer it has no in house means to pay salaries or wages to men and women who owe part of their labor to the “world”. They can pay expenses and overhead and fund charitable activities.

It is possible that the Church could pay a third party employer who could pay a Licensed Minister but generally their activities are charitably donated to the service of Christ.

This way a Licensed or Commissioned Minister who is not ordained will be able to give time without having to suffer entirely by his own means the cost and burden of ministering to the people.
