Refugee means "a person who has been forced to leave their country in order to escape war, persecution, or natural disaster. It is from the French réfugié ‘gone in search of refuge,’ past participle of (se) réfugier (see refuge)."
Refuge is defined a condition of being safe or sheltered from pursuit, danger, or trouble.
Someone coming to make war, persecute and create danger or disaster and generally make everyone else feel unsafe is not a refugee.
People leaving a failed culture should have no right or even inclination to impose the same values on their new refuge which failed where they lived previously.
People seeking the Kingdom of God might be called refugees but they would not be just seeking safety for themselves. They would be seeking it for others because they are also seeking Righteousness for themselves and others.
