The gabbai collected taxes on land, property and income while the mokhes collected taxes on just about everything else.[1]
In early Israel the original plan of Moses was a form of taxation called tithing which was based on Freewill offerings to the Levites through a minister of your choice but later it became compelled as legal charity or a forced offering by men who exercise authority. Saul forced the real first sacrifice in Israel and was told this was foolish. His kingdom would not stand for the same reason Polybius said the masses would degenerate. When the offerings of the people are forced they are living in the cities of blood.
