Cain failed the test. Many think they are Christians or are Born again and say Lord, Lord but have also failed the test and are reprobates. They are workers of iniquity.
When James Madison said, “Charity is no part of the legislative duty of the government.” he was expressing where the soul of a free nation must reside, in the people.
You will not have liberty for long where ever legal charity is allowed to reside.
it has been well known for centuries that any social safety net through government provided by force or coercion actually "degenerates" the character of the masses which weakens society. Those they claim a desire to help are weakened and tyrants thrives.
Legal charity will degenerate the nurturing fabric required to maintain a free Republic and viable society.
People criticized the poor laws because they divided the family, but today the welfare State still divides the family so that the state may take the natural fathers place and authority. It also divides the families from one another within communities because it takes the mechanism of obtaining grace through love of one another out of the hands of the people weakening the whole of society will in the process.
Every society now engages in the practice of redistributing wealth. Those societies that turn the people into human resources until the masses degenerate into perfect savages depend upon legal charity through men who exercise authority. The other depends upon fervent charity through a voluntary network of love and pure Religion.

Reprobate

The word we see as reprobate in the New Testament is adokimos[1] means not standing the test, not approved it was a term commonly and properly used of metals and coins

We see in the verses aboout the Mark of the Beast there is another word basanizo [2] translate toil but means to test (metals).

We are here to be tested. The inclination of our hearts and minds are being tested.

Will we stand the test?

Will our faith stand the test?

Or will we be reprobates?

The New Testament

Romans 1:28 And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;

1 Corinthians 9:27 But I keep under my body, and bring it into subjection: lest that by any means, when I have preached to others, I myself should be a castaway <96>.

2 Corinthians 13:5 Examine yourselves, whether ye be in the faith; prove your own selves. Know ye not your own selves, how that Jesus Christ is in you, except ye be reprobates?

2 Corinthians 13:6 But I trust that ye shall know that we are not reprobates.

2 Corinthians 13:7 Now I pray to God that ye do no evil; not that we should appear approved, but that ye should do that which is honest, though we be as reprobates.

2 Timothy 3:8 Now as Jannes and Jambres withstood Moses, so do these also resist the truth: men of corrupt minds, reprobate concerning the faith.

Titus 1:16 They profess that they know God; but in works they deny him, being abominable, and disobedient, and unto every good work reprobate.

Hebrews 6:8 But that which beareth thorns and briers is rejected <96>, and is nigh unto cursing; whose end is to be burned.

The Old Testament

Jeremiah 6:30 Reprobate[3] silver shall men call them, because the LORD hath rejected them. That word Reprobate in the Old Testament is appears some 76 times [4]but only once as reprobate. Normally it appears as despise, refuse or reject. ma’ac
