I’m sad to report that the bill HB 3063 was passed as what is being deemed as “THE MOST RESTRICTIVE LEGISLATION TO PASS IN ANY STATE, EVER.”
The bill was passed by the committee with an amendment (-13). This amendment makes the legislation even more oppressive than originally written.
Amendment -13 includes these (sort of) positive factors:
1. It allows the non-vaccinated and partially-vaccinated access to virtual online school. However, the catch is that there is a capacity load that doesn’t even cover 1/2 of the students this legislation will prohibit from school and these students will be restricted greatly in their interactions with others .
2. It defers implementation of this legislation to Aug. 1, 2020 for currently enrolled students.
- Gov Brown has stated that she will push this through as an emergency and apply it July 1, 2019. The wording in this bill will allow for that and she has stated that she’s intending to do so.
Amendment -13 includes these discriminatory factors:
1. Not only will a non-vaccinated or partially-vaccinated student be prohibited from enrolling in a public, private, or charter school, it will prohibit them from physically stepping foot on any public or private property that holds a “school activity” or “children’s activities”:
"“(2) ‘Children’s facility’ or ‘facility’ means: “(a) A certified child care facility as described in ORS 329A.030 and 329A.250 to 329A.450, except as exempted by rule of the Oregon Health Authority; “(b) A program operated by, or sharing the premises with, a certified child care facility, school or post-secondary institution where care is provided to children, six weeks of age to kindergarten entry, except as exempted by rule of the authority; or “(c) A program providing child care or educational services to children, six weeks of age to kindergarten entry, in a residential or nonresidential setting, except as exempted by rule of the authority.
2. For those students enrolled in online school, they can sit at home in isolation but they cannot participate in any face-to-face gatherings with classmates. (Field trips, etc.) A virtual school attender’s situation is explained as “A child described in this subsection may not attend in person any school-related activities, events or meetings in which the child will share the same physical space as other individuals.”
Let me give you some examples of how this will be applied if you have a non-vaccine-compliant child:
-Your child may not physically go onto the property of a church that also contains a licensed daycare or preschool or private school.
-Your child may not go to a football game, a concert, a graduation ceremony, etc. that is held at a school or that is held off-site.
3. The original bill was designated for children up through grade 12. This amendment extends it to post-secondary institutions (college, universities, trade schools, etc.)
This bill has not yet been passed into law. This bill will now go to the Ways and Means Joint Committee for approval. The final step is Governor Brown’s signature (she is pushing this bill and will sign it). I don’t know the expected time frame yet.
Washington recently passed a similar bill through their House but yesterday it was killed on the Senate floor.

Polio (poliomyelitis) mainly affects children under 5 years of age. 1 in 200 infections leads to irreversible paralysis.
Cases due to wild poliovirus have decreased by over 99% since 1988, from an estimated 350 000 cases then, to 33 (1) reported cases in 2018.

Poliomyelitis was named in 1847 when the characteristic inflammation of grey matter in the spinal cord was first seen using a microscope (polio is Greek for grey; myelos for spinal cord) but scientific understanding advanced slowly thereafter. In 1908, Karl Landsteiner, a Viennese pathologist, demonstrated that polio must be caused by a virus but it took five more decades to identify that virus because of a series of "blind alleys, red herrings and charlatans".
One microbiologist manipulated statistics as late as 1954 in his campaign to persuade people that polio was caused by bacteria. Another scientist, backed by his boss at the Rockefeller Institute in New York, claimed to have identified the polio virus in some "globoid bodies" in 1913 and diverted medicine down the wrong track for two decades, until the objects were revealed as harmless globules of fat. Stubbornly insistent, despite numerous studies to the contrary, that the polio virus travelled from the nose into the brain, the Rockefeller team funded pointless research, sacrificed hundreds of thousands of laboratory animals and trialled useless nasal sprays on children, before finally accepting 30 years later that the virus reaches the central nervous system from the gut.
In the meantime, millions of patients died or were paralysed. These were the real heroes, as Williams elegantly illustrates in personal stories of children who suffered agonising lumbar punctures and spent years in hospitals where parents were allowed to visit only once a month.
