Hate speech

Hate speech is product of statutory and parliamentary law which are part of the legal[1] systems of men like civil law.

Hate speech has been defined loosely as "abusive or threatening speech or writing that expresses prejudice on the basis of ethnicity, religion, sexual orientation, or similar grounds. "we don't tolerate any form of hate speech"

Abusive

In America because of free speech principles, abusive has been ruled as protected. The Supreme Court ruled that even offensive speech to the point of being inflammatory is protected.

Abusive speech seems to be two general of a term because it is too subjective, A doctor could be charged for telling their patient they are overweight sense:

"Abusive speech also known as verbal abuse or emotional abuse, is the use of words or behaviors to manipulate, intimidate, or control someone. It can include:
Insults
Humiliation and ridicule
The silent treatment
Attempts to scare, isolate, and control
Yelling, screaming, or swearing
Putdowns" etc.

The "behaviors to manipulate, intimidate, or control someone" would seem to include passing laws to punish and jail people for speaking their mind or expressing an opinion.

Threatening

There is very little difference between warning and threatening. Conspiring to do harm is already a crime in natural law, but it usually requires some action or clear expression of intent to do harm without just cause.

To say if you try to stab me to death, I may be forced to use lethal force to protect myself is a warning, not really a threat.

Express

It could be considered expressing prejudice on the basis of ethnicity to state you are white, or black, or Sami...

It could be considered expressing prejudice on the basis of religion if you say Christianity is the one true faith, or Christians are infidels, or Christianity is an offshoot of Judaism.

It could be considered expressing prejudice on the basis of sexual orientation to say heterosexual is the most natural form of sexual relationships or even the most fruitful. Or some sexual behavior is not the natural behavior for reproduction.

Real intent or purpose

The real intent of hate speech laws is to use them to control speech and thinking itself. It is not about protecting anyone from anything other than the truth.

An open and free conversation is an essential factor in finding the truth about anything and everything.

Free speech must be allowed without restriction if anyone is to be allowed to freely think, grow, and discover.

Without Free speech, there will be no freedom.

Case in point

After three girls under 9 years of age were stabbed to death and others seriously injured in a knife attack in Southport in the northwest of England, Wayne O'Rourke was arrested and sentenced to three years in prison for 'stirring up racial hatred' on X.

The statement in question was:

"People of Southport, where the f*** are you, get out on the street,"

I do not see this "hate speech" in his statement, even by their definition.

It simply is a call for individuals taking responsibility for the safety of their community. Unless he said more, the action of hate seems to be coming from the abuse by the court.
