The term translated evil or evildoer has the root 07489 רָעַע ra‘a‘ [1] But there is another word 07490 רְעַע rë‘a‘ (Aramaic)[2] corresponding to רָעַע ra‘a‘.

A Double Ayin again has to do with spirit and truth. Ayin has to do with "Divine Providence "eye" or "fountain" of five states of kindness or severity"

Providence is "Care or preparation in advance; foresight." or the "The care, guardianship, and control exercised by a deity; divine direction." If you want Divine Providence would be the care provided by God which comes to those who have single eye or both Eyes seeing clearly.[5]
God's care can give you an edge on the future even if you do not know what is going to happen. Your willing ness to see will be determined by you attention to either the "five states of kindness or severity".
Your life and your choices will clarify which fountain you are drinking from and how much you are willing to see.

This is the process of being Born again and unless you love the light and flee the darkness your fate will be evil and wickedness.
The term רָעַע ra‘a‘ [1] is not just doing evil but doing it in Spirit and in Truth. Many sit in darkness and God gives them an opportunity to repent and come to the light. Many are called but few are chosen.
Almost no where do we find the term רָעַע ra‘a‘[1] as a root word in the text. Only in and then we see מְרָעַ֥ע mərā‘a‘ translated breaketh or Crush or bruise all things.
