Christ established a social safety net that operated solely on fervent charity that helped Christians survive the decline of Rome. Rome was declining because of what Polybiu said 150 years before. The safety net of Christ strengthen the poor which was the opposite of Sodom. That weakened the poor. We see the same with LBJ's "War on poverty" which has created a malaise of poverty.

The black community took the greatest hit because the democrats targeted them according to the Cloward Piven Strategy.

If they had only heeded the warnings of Plutarch who wrote in Life of Coriolanus "That the man who first ruined the Roman people twas he who first gave them treats and gratuities" In America that man was certainly FDR although the scene was set by Woodrow Wilson's advisor and his advisor Edward Mandell House.
