Thomas Sowell who is an American economist and senior fellow at Stanford University's Hoover Institution, and author of 28 books states that, "When your Social Security taxes get to Washington, they are spent – right then and there. What preserves the illusion of a 'trust fund' is that the Social Security system is given government bonds in exchange for the money that Congress takes and spends. But, no matter what kind of accounting sleight-of-hand you use, you cannot spend and save the same money. Those bonds in the Social Security 'trust fund' represent no tangible assets – not houses, not factories, not cars, not trains. They are promises that can be kept only by taxing future taxpayers."

What or who is in the trust
So, it should be clear that the only thing in the 'trust fund' is actually you and your children and their right to work and labor as long as there is debt.

Like the bondage of Egypt a portion of your labor is held by another, by men who exercise authority one over the other.

But unlike the bondage of Egypt it is not limited to one-fifth or 20% of that labor.

The idea of the people owing a portion of their labor to governments who exercise authority to collect that labor of its citizen from generation to generation is not a new idea nor is it the only idea for the operation of government. Throughout history men have chosen to be a part of those systems of social welfare through the power of the State but not without dire consequences for the masses as their appetite increases.

The welfare they offer at these tables of the State have not only been called the greatest destroyer of liberty but deceitful dainties and a snare and a trap.

The only salvation from that trust fund of flesh and blood which is the present yoke of bondage of the world will come if the people that have an appetite for those benefits and dainties of the Social welfare State will put a "knife" to their own throat, repent, and seek the kingdom of God and His righteousness according to The Way of Jesus who is the Christ of Peace.

The United States Supreme Court in 1937 validated Social Security as an exercise of the Constitutional taxing power of Congress for the benefit of the general fund of the United States Treasury. The Supreme Court also said that “Congress could, in its future discretion, spend that money for whatever Congress then judged to be the general welfare of the country” having “no constitutional power to earmark or segregate certain kinds of tax proceeds for certain purposes, whether the purposes be farm-price supports, foreign aid or social security payments.” Therefore “Congress could continue to collect the so-called social security pay roll taxes even though Congress discontinued all social security benefit payments.” This is because the government has "no contractual obligation" to make any return payment, and  warnings of the Apostles much of those given by Polybius and Plutarch. But before 40 years had passed the wantonness of the people and their appetite for benefits, and the politicians desire for power the nation was beyond bankruptcy again.

This may seem a little scary for some who are or may be dependent upon such payments, but that is exactly what you should expect as the national and world economies continue their descent into a domain of devastating decline, debt and disaster. According to Dr. Clarence E. A man and his naturally endowed right to his labor was not originally the same as a bottle of whiskey nor a ball of twine. The idea of people laboring for a portion of each day without pay (as 'volunteers' for the government) is as old as the pyramids. It is known by many names, such as statutory labor, Corvee, or tribute and is nothing more than a form of subjection and servitude used by rulers to gain power. Many have used this power, including from Cain to Nimrod and Pharaohs to Constantine.

Corvee’ is a French word which can mean “Gratuitous labor exacted from villages or communities, especially for repairing roads, constructing bridges, etc.” In Latin it would be covata from corrogare meaning “to gather by request”. Webster says it is an “obligation on the inhabitants of a district to perform services” or “forced labor exacted by government”.

----

To take a man’s labor without consent falls within a broad definition of slavery. Involuntary servitude is not legal in the United States but voluntary servitude is.

Neither the President nor the congress had the power to compel a free people to begin to labor without pay. They could not force the entire population into becoming tax collectors and serfs, or taskmasters and statute laborers without some form of consent.

Like all these systems that begin as a “request”, they end up a “forced obligation” with some form of consent. The Romans had a Corvee system in their protected provinces and eventually throughout the empire to maintain public works. The Jews often opposed this, because it was like the system of bondage in Egypt which God told the people never to return to in the Biblical instructions for writing a constitution.

Some of the citizens of Judea had appealed to the Roman Commander in chief, Pompey, for their protection. Not all Jews practiced the same religion. The Pharisees brought in their own system of social welfare under the guise of religious obligations. There had been some exclusion of Jews from individual tribute because of the Roman respect of religious freedom recognized in their law.

Pure republics have always cared for the social welfare of its inhabitants through freewill offerings, but when the people neglect their responsibility in a free society they often decline into states of socialism that begin with promises of benevolent benefaction and end in decadence, decay, and despotism. Managing social welfare by exercising authority over the people has often been a part of governments from Babylon to Rome, and they all failed or betrayed their public members. No matter what promises are made by a government at its beginning, the deals are often altered before their demise.

Proverbs 12:24 “The hand of the diligent shall bear rule: but the slothful shall be under tribute.”</Ref> and is nothing more than a form of subjection and servitude Used by rulers to gain power from Cain to Nimrod and Pharaohs to Constantine.
Because power corrupts the expansion of powers is the expansion of corruption.

All governments expand their power or influence over the people in schemes with offers of gifts, gratuities, and benefits to purchase consent of the governed.

When men of power offer to do for you what you should do for each other the people should be forewarned because they are about to be deceived. This offer to the people by the government will increase its right and authority and compel a corresponding decrease in the individual’s right to choose.

To take a man’s labor without consent falls within a broad definition of slavery.
What the people will contribute, to whom and for what purpose becomes the province of the government, and the “Will of the People” is imposed upon the people by the men they call benefactors who exercise authority supposedly for the welfare of the people. Giving the power to the government to dip into the pocket of others to obtain benefits or security at your neighbor's expense as if the whole nation had one purse is a covetous practice and a "run to evil".

Neither the President nor the congress had the power to compel a free people to begin to labor without pay. They could not force the entire population into becoming tax collectors and serfs, or taskmasters and statute laborers without some form of consent.
These political and economic systems of welfare are not new in history for there have always been at least two types. One is based on charity and the [hope] of reciprocation and the other is based on force and the promise of rulers. Both are types of trust. The word "Mammon" means trust and evidently, there is both an unrighteous mammon and a righteous mammon.

Like all these systems that begin as a “request” they end up a “forced obligation” with some form of consent. The Romans had a Corvee system in their protected provinces and eventually throughout the empire to maintain public works. The Jews often opposed this because it was like the system of bondage in Egypt which God told the people never to return to in the Biblical instructions for writing a constitution.
Herod the Great had a grand scheme of a vast membership in a social welfare scheme called Corban. You joined with a ceremony of ritual baptism after filing an application for membership with the administering “scribe”. Payment of prescribed fees was required and annual accounting of what you paid or did not pay was made available to the proper authorities.

Some of the citizens of Judea had appealed to the Roman Commander in chief, Pompey for their protection. Not all Jews practiced the same religion. The Pharisees brought in their own system of social welfare under the guise of religious obligations. There had been some exclusion of Jews from individual tribute because of the Roman respect of religious freedom recognized in their law.
With annual contributions collected and recorded by the scribes, this system of individual sacrifice to support the needy of society became popular with many people who were jealous and envious of the rich or just covetous of their neighbor’s goods. With guaranteed entitlements and forced contributions, the apathy and avarice of the people flourished.

Pure republics have always cared for the social welfare of its inhabitants through freewill offerings, but when the people neglect their responsibility in a free society they often decline into states of socialism that begin with promises of benevolent benefaction and end in decadence, decay, and despotism. Managing social welfare by exercising authority over the people has often been a part of governments from Babylon to Rome and they all failed or betrayed their public members. No matter what promises are made by a government at its beginning the deals are often altered before their demise.
Members were given a marked  white stone as a form of national ID and Herod was able to expand his hope of a kingdom of God on earth by this religious system of social security (Corban) which provided for a statutory enforcement and collection from membership in the form of a tax.

All governments expand their power or influence over the people in schemes with offers of gifts, gratuities, and benefits, which gives government an increase in authority and compels a corresponding decrease in the individual’s right to choose. What they will contribute, to whom and for what purpose becomes the province of the government, and the “Will of the People” is imposed upon the people by the benefactors chosen for the people.
While the administers of these social trusts always had the power to determine the manner in which the funds would be spent or distributed there was considerable power remaining with the people as long as the funds were voluntarily submitted to the individual minister of choice. Once those ministers could force the sacrifices of the people and exercise authority from the top down over other public servants the trust relationship became unbalanced and often corrupting of both leaders and the people.

The people who pay into Social Security do not have "an earned right"[1] to benefits nor does the government have a "contractual obligation" to make any return payment. Once an individual applies for participation an obligation attaches to the privilege of employment. “Congress could, in its future discretion, spend that money for whatever Congress then judged to be the general welfare of the country” having “no constitutional power to earmark or segregate certain kinds of tax proceeds for certain purposes, whether the purposes be farm-price supports, foreign aid or social security payments.”[2]
"A Ponzi scheme is a form of fraud that lures investors and pays profits to earlier investors with funds from more recent investors." Certainly the Social Security scheme of FDR fits this definition except for the claim of fraud since the rules were well published. But more importantly, since there is no division of funds in the government, and the Federal Reserve scheme is about debt and collateral, all the members, as beneficiaries and their labor become collateral for that debt.
Social Security was never about your "security" and it would be by its nature degenerate the very "social bonds" need to maintain a free society.

The trust fund

Like the bondage of Egypt a portion of your labor is held by another, by men who exercise authority one over the other.[3]

But unlike the bondage of Egypt it is not limited to one-fifth or 20% of that labor.[4]

The welfare they offer at these tables of the State have not only been called the greatest destroyer of liberty[5] but deceitful dainties and a snare and a trap.

The law says

The United States Supreme Court in 1937 validated Social Security as an exercise of the Constitutional taxing power of Congress for the benefit of the general fund of the United States Treasury.[1] The Supreme Court also said that “Congress could, in its future discretion, spend that money for whatever Congress then judged to be the general welfare of the country” having “no constitutional power to earmark or segregate certain kinds of tax proceeds for certain purposes, whether the purposes be farm-price supports, foreign aid or social security payments.”[2]

What this means is that there is no division of funds in the treasury and there has never been from the beginning of Social Security. There is no separate fund created by payments of the Social Security tax.[1]

It is also important to understand that since 1838 the United States has been in continuous debt. In January 1835, the national debt had been paid off by President Andrew Jackson who opposed a national bank. That debt had skyrocketed during peacetime between 1930 to 1934. The Federal Reserve began tightening the money supply as the debt expanded which brought about several economic crashes of the "money supply". Something needed to be done to guarantee the payment of the interest on that debt.

“Protection draws to it subjection; subjection protection.”[6]

The beginning

At the time of the introduction by FDR[7] of the Social Security Act to Congress and the American people, “The President wanted everybody covered for every contingency in life---’cradle to the grave,’ he called it... the social insurance[8] system… But the Government of the United States is not an insurance company and so it could be done.”[9]

While the system of Federal Social Security was “sold as if it were insurance”[8] it was not. There is a great confusion among the participates, if not deception of and a strong delusion, that social security taxes are payments of insurance premiums to obtain specified benefits at a specified time. There is no such right nor any trust fund.[1]

Number one myth concerning Social Security is that there is a "Social Security trust fund". The Supreme Court has ruled from the beginning that the money could be spent “...for whatever Congress then judged to be the general welfare of the country” and because there is “no constitutional power to earmark or segregate certain kinds of tax proceeds for certain purposes, whether the purposes be farm-price supports, foreign aid or social security payments.” [2] 548; Helvering vs. Davis, in the first year that the funds collected "... are not earmarked in any way.”[1]
There is no "trust fund".

People need to decide whether they want to deal in the rhetoric of politics or the truth. The government, in debt from the beginning, borrows against its assets to operate and it is the people as beneficiaries, and their children, who become a surety for that debt.

Not so Secure Socialism

According to the Social Security Tax Act, the government has no moral obligation to pay benefits as "an earned right".[10] This is because the government has "no contractual obligation" to make any return payment,[11] and it has carried the provision from the very beginning that, “The right to alter, amend, or repeal any provision of this act is hereby reserved to the Congress.”[12] Therefore “Congress could continue to collect the so-called social security pay roll taxes even though Congress discontinued all social security benefit payments.”[13]

Because of the dependence upon the Federal Reserve The United States was bankrupt by 1933 but then thanks to FDR and his New Deal and the Social Security Act pretending to be a form of social insurance the United States Federal government obtained a huge infusion of collateral as the people signed up and became a surety for debt.

The people in their Modern Churches and synagogueS were sufficiently unaware of the wisdom of the Prophets and Proverbs[14] and warnings of the Apostles much of those given by Polybius and Plutarch.

An essential purpose of the system of corvee introduced as social insurance was to add the labor of Americans to the collateral of the State so the people would become a surety of the already increasing debt financing the power of that central government. To believe that you have a right to get back specified benefits because you paid into Social Security is a foolhardy fallacy, if not a delusion of false hope.

According to Dr. Clarence E. Manion, the Supreme Court held that Congress can “tax payments and earnings of employers and employees in the same way that it can tax a bottle of whiskey or a ticket to the ballgame” which means it is an excise or tribute tax.[15]

A man and his naturally endowed right to his labor was not originally the same as a bottle of whiskey nor a ball of twine. The idea of people laboring for a portion of each day without pay (as 'volunteers' for the government) is as old as the pyramids. It is known by many names, such as statutory labor, Corvee,[16] or tribute[17] and is nothing more than a form of subjection and servitude used by rulers to gain power. Many have used this power, including from Cain to Nimrod and Pharaohs to Constantine.

Corvee of Consent

Comment on the purpose
Some believe that Social Security is a government-run public insurance program. Some called it "social insurance"[8], "But the Government of the United States is not an insurance company...”[9]. So what is it?
Some say it is a Ponzi Scheme[18].
The idea that Social Security is a pay-now for current beneficiaries system by the redistribution of wealth from the current generation of workers only exists in theory.
Social Security does not fit the scenario of a true Ponzi[18] scheme either which generally offer bonds offered for voluntary purchase to obtain gains on an investment. Because it is operated to give the illusion of a profitable investment by paying out with funds from new sales they inevitably collapse.
The purpose of Social Security was not to save the people but to snare them.

Corvee
Corvee

Corvee’ is a French word which can mean “Gratuitous labor exacted from villages or communities, especially for repairing roads, constructing bridges, etc.”[19] In Latin it would be covata from corrogare meaning “to gather by request”. Webster says it is an “obligation on the inhabitants of a district to perform services” or “forced labor exacted by government”.

To take a man’s labor without consent[20] falls within a broad definition of slavery.[21] Involuntary servitude is not legal in the United States[22] but voluntary servitude is.

Neither the President nor the congress had the power to compel a free people to begin to labor without pay. They could not force the entire population into becoming tax collectors and serfs, or taskmasters and statute laborers without some form of consent.[23]

Like all these systems that begin as a “request”, they end up a “forced obligation” with some form of consent. The Romans had a Corvee system in their protected provinces and eventually throughout the empire to maintain public works. The Jews often opposed this, because it was like the system of bondage in Egypt which God told the people never to return to in the Biblical instructions for writing a constitution.[24]

Expansion of powers

Comment on the effects
Social Security is virtually no longer voluntary for the most part because without no man might buy or sell, save he that had the number
Those who sign up become a surety for the debts of the United States which may require them to work without pay to alleviate the interest on that debt.
Social Security does not require an increase of participants to make a payment, but it borrows money from the next generation cursing them with debt.
Social Security is a contract between generations, binding together the interests of both young and old in a system that is centralizing power to redistribute wealth, and it makes each generation a surety for the debt of its predecessors.
No one is borrowing from a social security fund and leaving IOUs, because there is no division of the funds; it was that way from the beginning. The purpose of the scheme was not the same as Charles Ponzi's purpose, but social security was offering the people the chance of becoming a surety for the debt of the United States so that it could borrow more money from the Federal Reserve which had tightened the money supply in the 1920's as the US ran out of collateral.
Bernard Weisberger writing for people like Bill Moyer arguing against the claim that Social Security system is like Charles Ponzi's criminal enterprise stated that "It’s beyond outrage" to compare it to Social Security which has "for more than two generations ... allowed seniors to live their post-working lives with a modicum of dignity and security... "
That statement suggests that Seniors did not live their lives "with a modicum of dignity and security" prior to the Social Security Act, which is simply not true. Caring for yourself at the expense of others through systems of force is not dignity but only the delusion of it.
Social Security is a system of Corban which "makes the word of God to none effect".

Because power corrupts the expansion of powers is the expansion of corruption.

All governments expand their power or influence over the people in schemes with offers of gifts, gratuities, and benefits to purchase consent of the governed.

  • “The real destroyers of the liberties of the people is he who spreads among them bounties, donations and benefits.” Plutarch, 2000 years ago.

When men of power offer to do for you what you should do for each other the people should be forewarned because they are about to be deceived.[25] This offer to the people by the government will increase its right and authority and compel a corresponding decrease in the individual’s right to choose.

What the people will contribute, to whom and for what purpose becomes the province of the government, and the “Will of the People” is imposed upon the people by the men they call benefactors who exercise authority supposedly for the welfare of the people.[26] Giving the power to the government to dip into the pocket of others to obtain benefits or security at your neighbor's expense as if the whole nation had one purse is a covetous practice and a "run to evil". [27]

Herod the Great had a grand scheme of a vast membership in a social welfare scheme called Corban.[28] You joined with a ceremony of ritual baptism after filing an application for membership with the administering “scribe”.[29] Payment of prescribed fees was required and annual accounting of what you paid or did not pay was made available to the proper authorities.

Members were given a marked white stone as a form of national ID[30] and Herod was able to expand his hope of a kingdom of God on earth by this religious system of social security (Corban) which provided for a statutory enforcement and collection from membership in the form of a tax.

The actual carved stone used in the 20-mile aqueduct that brought water into Jerusalem. Using social security funds of the temple for this government project enraged the people in a bloody riot mentioned by Flavius Josephus.

Pilate "... used the sacred treasure of the temple, called corban (qorban), to pay for bringing water into Jerusalem by an aqueduct. A crowd came together and clamored against him..."[31] Because those funds were for their individual social welfare and the people complained.

  • "The treasury Flavius Josephus describes as Corbonas is known from Jewish sources as Qorban, and Jewish law permitted the use of money from this treasures for social welfare and public works."[32]

Few understood that what should have been for their welfare had been a snare that brought them into bondage, though they had been warned centuries before in the sacred text.[26] Paul and others repeated that warning for the First century Church.[33] But Modern Christians are oblivious because they hire pastors who tickle their ears with Christian fables.

Even Polybius had warned Rome more than a century earlier:

"The masses continue with an appetite for benefits and the habit of receiving them by way of a rule of force and violence. The people, having grown accustomed to feed at the expense of others and to depend for their livelihood on the property of others... institute the rule of violence; [34] and now uniting their forces massacre, banish, and plunder,[35] until they degenerate again into perfect savages and find once more a master and monarch." [36]

Why do I say this social security system was religious?

Because:

What was the alternative?
'Seniors could have lived their post-working lives with a modicum of dignity and security... " had they practiced Pure Religion and raised their families in the traditions of the early Church without pursuing the covetous practices of Social Security schemes which make the word of God to none effect and cause children to do no more ought for their parents, as Christ said.
The liturgy of the early Church actually made a difference in how people lived and their practices of Pure Religion.
If the definition of Religion has changed over the years, has the definition of worship also changed?
Understanding the meaning of liturgy and the difference between Public religion and private welfare explains the Christian conflict.
People curse the next generation in these covetous practices while making themselves merchandise because they covet benefits not yet paid for when no one is practicing Pure Religion. There are more comments on the discussion page.

Pure religion and undefiled before God and the Father is this, To visit[37] the fatherless and widows in their affliction, [and] to keep himself unspotted from the world.” James 1:27

John the Baptist offered a similar plan of social welfare but without the use of force used to collect the contributions of his people.[38] His plan was based on freewill offerings like ancient Israel[39] when it was still a Republic.[40] Christ objected to the plan offered by Herod and the Pharisees[41] not only because it weakened the character of the people, and therefore society as a whole, but it also violated the precepts of God found in the Ten Commandments.

Jesus preached a system of social welfare that operated under the perfect law of liberty[42] by faith, hope and charity.[43] Christians stood fast in the liberty of Christ [44] and cared for each other through their own system of social welfare managed by the Church. [45] The Church in those days actually understood the Gospel of the Kingdom appointed by Christ and would never send their people to the men of government that called themselves benefactors but exercised authority one over the other in opposition to His specific instructions.[46]

The early Church called people to repentance of that system and a new baptism of John. This was not just some meaningless ritual. They would no longer covet their neighbor’s goods through the agency of Herod’s socialist government nor Rome’s free bread and extensive welfare state. They learned to care for one another in a network of love and service.[47]

Rome and Jerusalem would soon falter and fail under the weight of their own corruption. Christians hearing the fullness of the Gospel of the Kingdom preached by John and Christ formed a new society that would survive and prosper in true faith during that decline and fall of the Roman Empire.

Questions
* What is Public religion compared to Pure Religion?
* What was Christian conflict with Rome?
* Who are the Nicolaitans? They are like Nimrod. What was the practice of Nimrod? What did he accomplish? Are the Nicolaitans in today's society also doing the same things?
* What were the altars of Abraham, Moses and how do they relate to Lively stones of Christ?
* So where do the Nimrod's of the world fit into this idea of liturgy of the early Church? Where do we fit into the liturgy of Christ and the early Church?
* === Many Nimrods ===

The Nimrod's and Cain's of the world come about because we love our neighbor less than we love ourselves.

Small acts of charity may make us look like nice people but the command is to love our neighbor as much as we love ourselves. That word love is also the same word for charity.

We claim to love one another in the comfort of our churches while modern pastors and priests often tickle our ears with the doctrines of men but in the covetous practices of the world we have become a part of we are biting one another through men who exercise authority.[3]

According to Christ the Corban of the Pharisees which was the sacrifice of the pharisees was making the word of God to none effect. That is and abomination. The daily sacrifice they should have been making was the Corban of Christ.

Two litugies

The liturgy of the world, the flesh and the devil is not according to the doctrine of Jesus but the doctrines of men and the Corban of the world which is a snare.

The liturgy of Christ is expressed in the culture of Christ according to the daily ministration of the Corban of Christ.

Jesus as theChrist wanted us to repent.[48]

Seeking the kingdom of God and His righteousness is not seeking a comfortable modern church or home church that has the right rituals and music or comfortable pews or right calendar or imagined Hebrew roots and festivals.

It is seeking and edifying with a daily sacrifice or daily ministration of fervent charity rightly dividing a daily bread from house to house in a network supported by freewill offerings unspotted by the public religion and legal charity of the world of Nimrod, Pharaoh, Caesar, Herod, nor FDR and his not so New Deal.

The Corban of Christ where the people provide for all the people in hope and faith through charity rather than a socialist society is Pure Religion. Those who institute the rule of force with an appetite for benefits will become accustomed to living at the expense of others and depending for their livelihood on the property of others will become perfect savages with seared consciences. They will seek a "master and monarch" to fight their battles or drain the swamp of their own corruption.

John the Baptist said make straight the way of the Lord but the Modern Church has become promoters of the abomination of desolation which is the socialist state.

Social security schemes in every country today are the antitheses of the Corban of Christ which make the word of God to none effect like the Corban of the Pharisees and identical to the unrighteous Mammon mentioned by Christ which will fail.[49] When it fails, what will you do if you have not been seeking the Kingdom of God and His righteousness nor attending to the Weightier matters of the law, judgment, mercy, and faith which include caring for the needs of our neighbors and the widows and orphans of our society through Pure Religion in matters of health, education, and welfare. We are NOT to provide for the needy of society through the Covetous Practices and the men who call themselves benefactors but who exercise authority one over the other like the socialists do.

The Way of Christ was like neither the way of the world of Rome nor the governments of the gentiles who depend on those fathers of the earth through force, fear and fealty who deliver the people back in bondage again like they were in Egypt. Christ's ministers and true Christians do not depend upon systems of social welfare that force the contributions of the people like the corban of the Pharisees which made the word of God to none effect. Many people have been deceived to go the way of Balaam and the Nicolaitan and out of The Way of Christ and have become workers of iniquity.

The Christian conflict with Rome in the first century Church appointed by Christ was because they would not apply to the fathers of the earth for their free bread but instead relied upon a voluntary network providing a daily ministration to the needy of society through Faith, Hope, and Charity by way of freewill offerings of the people, for the people, and by the people through the perfect law of liberty in Free Assemblies according to the ancient pattern of Tuns or Tens as He commanded.

The modern Christians are in need of repentance.

"Follow me!" —Jesus the Christ.

Jesus condemned the Corban of the Pharisees which became popular under Herod the great who offered social welfare through a system of social security because it was a practice that coveted what should belong to your neighbor making the people human resource of the power elite.

But this mischief crept secretly and gradually in, and did not openly make it's appearance in Rome for a considerable time." Plutarch's Life of Coriolanus (c. 100 AD.) This would include Julius Caesar and eventually Augustus Caesar which is why Plutarch also reported, “The real destroyers of the liberties of the people is he who spreads among them bounties, donations, and benefits.” This was a major theme of the Bible:
There were tables of welfare which were both snares and a traps as David and Paul stated and Peter warned would make us merchandise and curse children. Proverbs 23 told us not to not eat the "dainties" offered at those tables of Rulers and Paul says in 1 Corinthians 10 we cannot eat of those tables and the table of the Lord. We are not to consent to their covetous systems of One purse or Corban which makes the word of God to none effect.
We know when the masses become accustomed to those benefits of legal charity which are the rewards of unrighteousness provided by benefactors who exercise authority and the Fathers of the earth through the covetous practices that makes men merchandise and curse children as a surety for debt.

Proverbs 1:10 "My son, if sinners entice thee, consent thou not. 11 If they say, Come with us, let us lay wait for blood, let us lurk privily for the innocent without cause:12 Let us swallow them up alive as the grave; and whole, as those that go down into the pit:13 We shall find all precious substance, we shall fill our houses with spoil:14 Cast in thy lot among us; let us all have one purse:15 My son, walk not thou in the way with them; refrain thy foot from their path:16 For their feet run to evil, and make haste to shed blood.17 Surely in vain the net is spread in the sight of any bird.18 And they lay wait for their own blood; they lurk privily for their own lives.19 So are the ways of every one that is greedy of gain; which taketh away the life of the owners thereof.

"But when a new generation arises and the democracy falls into the hands of the grandchildren of its founders, they have become so accustomed to freedom and equality that they no longer value them, and begin to aim at pre-eminence; and it is chiefly those of ample fortune who fall into this error. 6 So when they begin to lust for power and cannot attain it through themselves or their own good qualities, they ruin their estates, tempting and corrupting the people in every possible way. 7 And hence when by their foolish thirst for reputation they have created among the masses an appetite for gifts and the habit of receiving them, democracy in its turn is abolished and changes into a rule of force and violence. 8 For the people, having grown accustomed to feed at the expense of others and to depend for their livelihood on the property of others, as soon as they find a leader who is enterprising but is excluded from the houses of office by his penury, institute the rule of violence; 9 and now uniting their forces massacre, banish, and plunder, until they degenerate again into perfect savages and find once more a master and monarch" Polybius: The Histories (composed at Rome around 130 BC)Fragments of Book VI, p289
