Clements calls this chapter "an Old Testament parable of the prodigal daughter", describing an ungrateful Jerusalem in contrast to God's love.
God bestows so much on the people. (v. 6-14).
Their treacherous and ungrateful departures from His service and worship of idols, here represented by national adultery. (v. 15-34).
A terrible destruction and judgment is built into the Law of Nature by narture's God which is brought on by their departure from The Way. (v. 35-43).
There is a comparison with Sodom and Samaria (v. 44-59).
Ezekiel 16 Verse 49 talks about not strengthening the poor. Sodom provided benefits for the poor like Caesar's Rome, Pharaoh's Egypt and Nimrod's Babylon. But the gifts, gratuities, and benefits "from men who exercise authority one over the other" are the "wages of unrighteousness" which weaken the poor and like the Corban of the Pharisees, they "make the word of God to none effect". This is why Christ forbid the men of his appointed early Church from engaging in such covetous practices. Peter said it would make them merchandise and curse children. Socialism and any war on poverty based on government force rather than charitable practices not only weakens the poor and the very moral fabric of the community by breaking down the family and dividing the role of charity and hope in society it is the antithesis of the teachings of Jesus and the prophets.
v. 60-63 There is a promise of mercy for those who repent.

60 ¶ Nevertheless I will remember my covenant with thee in the days of thy youth, and I will establish unto thee an everlasting covenant. 61 Then thou shalt remember thy ways, and be ashamed, when thou shalt receive thy sisters, thine elder and thy younger: and I will give them unto thee for daughters, but not by thy covenant. 62 And I will establish my covenant with thee; and thou shalt know that I am the LORD: 63 That thou mayest remember, and be confounded, and never open thy mouth any more because of thy shame, when I am pacified toward thee for all that thou hast done, saith the Lord GOD.
