Voir dire is a legal phrase that refers to a procedures connected with choosing a jury. It originally referred to the Latin: verum dicere, i.e., to say what is true, what is objectively accurate or subjectively honest, or both. But it is also said to come from the Anglo-Norman language.

The weightier matters of law and the administration of justice and mercy has always been the right and responsibility of the people, of every man. There have been systems or patters of this in voluntary governments where the people loved their neighbor and his rights as much as their own.

The cities of refuge administered though a network of Levites freely chosen by the people in a pattern of tens was one of these voluntary systems of government before the people rejected God and chose to have a ruler through the voice of the people.
